1. SUMMARY

The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:

  • leading the development of major complex capability programmes in the land, maritime, air and space domains - including on Air and Missile Defence, Alliance Future Surveillance and Control capability (follow on to AWACS), Air Command and Control (Air C2), Joint Intelligence Surveillance and Reconnaissance (JISR) assets and other critical Consultation, Command & Control (C3) networks – and in doing so addressing all policy, political-military, technical and practical aspects;
  • leading NATO’s policy and engagements in the aviation domain;
  • pursuing interoperability through prioritised standardisation efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation;
  • maintaining the Alliance’s technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems;
  • facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements;
  • understanding, adapting to, and pro-actively addressing climate change;
  • informing and responding to the Alliance’s evolving capability needs through the NATO Defence Planning;
  • providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency)
  • working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academia.

The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies, plans and links with external stakeholders.

Within the Strategy Directorate, the Capability Delivery Section (CDS) focuses on the delivery of NATO capabilities in the multinational NATO environment working with external governmental, military and industrial stakeholders. The Directorate supports the Conference of National Armaments Directors (CNAD), the senior North Atlantic Council (NAC) body responsible for the promotion of armaments cooperation in the Alliance

The incumbent’s main responsibility will be to support the Conference of National Armaments Directors (CNAD), to counsel and assist the CNAD Chair, to provide coordination and policy support, staff support including drafting, administrative, organisational, , as well as acting as content manager for the CNAD relevant information. S/he will also write speeches and articles, and prepare briefing material as appropriate for senior NATO management.

2. QUALIFICATIONSANDEXPERIENCE

ESSENTIAL

The incumbent must:

  • possess a University degree from an institute of recognised standing;
  • have at least 3 years experience of working in committees and supporting senior decision making bodies;
  • be able to draft quickly, clearly and concisely in one of the official languages of the Organisation;
  • possess in-depth knowledge of NATO policy and current developments affecting the Alliance , especially relevant to Armaments cooperation;
  • be computer literate with excellent knowledge of MS Office tools and knowledge of SharePoint;
  • possess the following minimum levels of NATO’s official languages (English/French): VI (“Proficiency”) in one; II (“Elementary”) in the other.

DESIRABLE

The following would be considered an advantage:

  • experience working in an international environment in a similar position;
  • ability to draft in the other official language of the Organisation
  • knowledge of the civil and military structure of the Alliance, particularly in regards to the overall aspects of the functioning of the NATO Headquarters and the NATO Committee Structure

3. MAINACCOUNTABILITIES

Information Management

Assist the Chair and coordinate work for the development of the CNAD agenda, d raft decision sheets and records. Monitor ongoing work in other relevant committees/bodies for developments that may be of interest to the CNAD. Oversee the maintenance of a calendar of ongoing activities within the area of responsibility and ensure that appropriate resources are in place and that key parties are consistently and timely informed of any changes. Ensure NATO Committee Site / DI web portal content is up-to-date and relevant.

Planning and Execution

Manage efficiently and address all practical, administrative and logistical aspects of committee work. Track the implementation of committee decisions, report on progress and contribute to the timely execution of policy directives issued by the committee. Lead the development of the CNAD annual report to Council.

Knowledge Management

Oversee document and publication management related to the work of assigned committees. Exchange knowledge and information with colleagues on latest committee news. Ensure the preparation, processing and issuance of committee documents (reports, agendas, decision sheets and other documents required).

Stakeholder Management

Counsel and assist the work of the Committee Chair and coordinate stakeholders, including staff officers, to produce quality and timely work for the CNAD. Maintain close and frequent contact within and outside NATO as required, in order to ensure the timely and efficient dissemination of all relevant information, thereby facilitating future committee discussions. Directly engage with NADReps as appropriate .

Expertise Development

Keep abreast of ongoing issues and developments in one’s own and other relevant areas and maintain broad general knowledge of the Organization and its structure, remaining politically aware and familiar with current developments in international affairs. Apply and develop expertise on armaments related issues supporting the effective and efficient management of CNAD and partnership activities in compliance with NATO policies.

Apply and develop a broad knowledge and understanding of DI goals and activities, in order to produce speeches and articles.

Organisational Efficiencies

Ensure committee activities are in line with organisational rules, policies and procedures. Initiate studies and benchmark best practices to seek improvements to existing processes.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Head, Capability Delivery Section and works in close cooperation with the entire Division. S/he will perform relevant tasks in direct contact with senior members of the IS and IMS, members of national delegations, NATO Science & Technology Organisation, NATO Agencies, International Organisations and subject-matter experts.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
