Thales Belgium SA, Belgium competence center of Thales, is a company located on 2 sites, one in Tubize (near Brussels) and the other one in Herstal (near Liège). Thales Belgium, which employs more than 230 collaborators, is specialized in the design, development and supply of critical information systems for customers in the sectors of Defense, Security (including Cyber), Transport and Aerospace.

Procurement Category Buyer – Engineering Services and Customer Supports Services

The Category Buyer will participate in the Segment network to contribute in the deployment of the Belgium/Europe Procurement strategies.

He/She will define the local target policies under supervision of European line manager. Categories may include either Engineering services, Tests, Spare parts to customers support areas and any evolutions.

The scope of business means any Entity belongs to Thales Group located in Belgium (e.g. Site located in Tubize, Herstal, Charleroi,….) as well as, when required by his/her manager, any country belongs to Europe.

One core activity is to continue the overall transformation to procurement categories, especially the Engineering Services to move from Time and Material to Fixed Prices models.

Working closely with other functions and stakeholders as necessary, manage all procurement aspects related to bids and projects in close collaboration with Procurement Project Manager to ensure work packages execution in accordance with technical, non-technical (program), and performance (TCO, quality and delivery) requirements. He/She will, during the bids and project execution, manage procurement risks and opportunities.

He/She will also undertake Supplier Relationship Management (SRM), in close collaboration with the Supplier performance Management (SPM), organization and performance of Segment’s suppliers in its portfolio.

Although the role maybe assigned to a particular business or location. The jobholder may be requested to support the function’s activities in other businesses or locations across the Belgium and the Europe.

The Key Responsibilities Are
  • Ensure the deployment of the Segment Strategy across Belgium and DGDI Europe
  • Work very collaboratively within the Segment teams across Europe to optimize the synergies and the opportunities of overall performances KPI
  • Source any potential supplier to serve the business with respect to the overall Procurment process
  • Work collaboratively within the stakeholders across the country to optimize the synergies and the opportunities of savings / overall continuous performances.
  • Contribute to the achievement of Thales Procurement Functional Team Objectives, and Thales Group targets.
  • Manage the Suppliers base and deliver to business needs
  • Undertake any other reasonable responsibilities as directed by their Manager to support business needs
  • Lead the Multi Years Budget activities to his/her scope
  • Manage contracts with supplier and their execution
Tasks / Responsabilities
  • PROCUREMENT
  • Capture and challenge the Business needs considering the global market and program requirements.
  • Contribute to Supplier sourcing and definition of Segment Strategy
  • Ensure that the Belgium Procurement Category policies is defined in accordance with stakeholder requirements
  • Contribute to the Make / Team / Buy process, challenging the status quo and bringing innovative cost-effective external alternatives.
  • Contribute to the capture and sharing of all site information required, such as Procurement Segment actual and forecast spend, suppliers, performance, current and future requirements.
  • Actively contribute to any offset program
  • Work effectively with those performing the Procurement Bids and Projects Manager role in order to
    • Execute all purchasing aspects of delegated Bid and Project work packages
    • Ensure work packages are executed achieving favorable conditions and consistency with technical, program, cost and performance (quality and delivery) requirements
    • Work within collaborative Procurement tool
    • Engage and communicate efficiently with internal customers and other functions as necessary in executing work packages
    • Accountable of risk management, saving and global performance of its suppliers
    • Manage Contract and Frame contract
    • Ensure appropriate Supplier Relationship Management and Performance Management techniques are employed with procurement Segment suppliers to improve relationships, performance, mitigate risk and capture innovation from suppliers.
    • Work with Supplier Quality Assurance to drive supplier performance improvement.
    • Work with Technical teams to resolve design issues impacting on supplier performance
    • Ensure suppliers are paid on time in accordance with the contract or frame agreement, and only after acceptable delivery or milestone performance
    • FINANCE/BUDGET
    • Approximate annual commitments€10m

    • Moderate level of High stake/risk acquisitions
    • PROCESS
    • Ensure relevant governance is complied with, including Delegation Of Authority, Acquisition Log process and Purchase Order approval
    • Maintain an ethical approach to tasks and relationships in accordance with relevant Thales policies
    • Work in accordance with all processes of Thales referential and Procurement tools.
    • All assigned CAPAs (Corrective Action Preventative Action) and the respective stages for all Internal, External and Supplier Audits will be completed in the prescribed timeframe in the CAPA, to achieve zero overdue date performance
    • All assigned QUESTs will be completed in the prescribed timeframe to achieve zero overdue date performance”
    • Comply with export control guidelines and policies
    • Maintain an ethical approach to tasks and relationships in accordance with relevant Thales policies
    • To drive sustainability in our projects to optimize cost benefits and innovation from within our supply chain, and pro-actively reduce risk and non-compliance to legislation (e.g. Bribery and Modern Slavery). To incorporate sustainable requirements: energy, climate change and material security & criticality (e.g. REACH, Conflict Minerals etc) into the product and services we procure

    • Record and report savings in accordance with established guidelines for the Procurement category, ensuring savings are validated
    • Participate to category Procurement review process
    • Participate to regional/local Procurement Business review
    • Will Report to Thales Belgium Chief Procurement Officer and Europe CTL Procurement Manager

    • 5 years plus relevant experience in Procurement complex environment
    • Proven success in Engineering Services & Industrial Procurement (incl. Supply Chain)
    • Track record of deploying Category Management techniques to define long term supply policies
    • Use of Supplier Relationship and Performance Management techniques and measurement
    • Low cost country sourcing, with particular emphasis on India / East European countries
    • Experience of working within a Shared Service environment with demonstrable Customer Service Focus
