Annex A - Statement of work
Provision of support to the NCIA Agency /Directorate of CIS Support Units
(DCSU), ITM Recovery Increment 1, Work Package 12.2 – User Migration and
Transition to Operation
(ITM-R Incr 1 WP 12.2 – User Migration and Transition to Operation)
- Introduction
The current authorised NATO sites for migration are: SHAPE(Mons, Belgium) and JFC Naples(Lago Patria, Naples, Italy). Detailed rollout schedule and sites to be defined depending on confirmed Project Plan. Item to note, this WP will not include any hardware procurement.
- Overall project scope
disruption. Successful user migration will be possible if preparation is conducted in advance, and in detail (in consultation with the user/customer and supported by other NCI Agency elements), and the execution is conducted in a controlled manner. Transition to Operationis a fundamental phase, which links all the ITM deliverables that enhances operational capabilities direct to the customer and user. It does consider, as a priority, the continuity of operations, user needs and satisfaction along with the customer perspective, in order to avoid service disruption. Collaboration between the NCI Agency and Commands will be at its peak during transition - this is imperative to ensure successful transition to operations. The end result of transition to operation is operational acceptance by the Commands. Support is required to supplement the current level of expertise within the NCI
Agency, therefore the Contractor(s) must be ready to quickly integrate with the current team and take up duties. The work required will be monitored using submitted Delivery Acceptance Sheets, indicating the levels effort completed for each deliverable, as defined below.
- Scope of work
- define, develop, coordinate and finalise the overarching Migration Strategy, Site Transition Migration Plan (STMP) and User Migration Strategy to ensure a common understanding for all stakeholders.
- test the planned user migration approach (Alpha and Beta tests) and mitigate experienced issues and iterate the User Migration Strategy accordingly. The intent is to carry out a test run of the migration approach and schedule with an agreed site and small set of representative users. This will enable any issues to be rectified before the first set of users migrate. The test run will be facilitated by the contractors team in conjunction with other key NCI Agency stakeholders including a selected CSU and group of volunteer users.
- provide briefings to the users that will explain the upcoming IT upgrade, new devices and user migration details.
- define, develop, coordinate and finalise a Pre-and-Post Transition Checklist, which will help users prepare for migration and be ready to use the new IT systems.
- define, develop, coordinate and finalise a User Migration Communication Plan that will also include the transition day to the new system, schedule, proposed email notifications, information campaign and briefings to the users.
- coordinate technical support/Early Life Support (ELS) during user migration.
- collect list of users, understand black-out periods and coordinate, schedule, conduct and report on site surveys. The contractors will provide data collection templates to the Bi-SCs to facilitate the gathering of information on users profiles and blackout periods. This data will then be consolidated by the contractor(s) and WP team/NCI Agency/CSUs for use in the scheduling and execution phases of the work.
- prepare and conduct site surveys to support migration and transition to operation.
- produce supporting documentation: User Migration Guide, Pre-Transition Check List, User Migration Schedules and Post-Transition Check List. In conjunction with NCI Agency SMEs, the contractor will prepare supporting documentation and use to facilitate communication with Bi-SCs and users.
- plan and distribute Smart Cards to Users including the activation.
- coordinate and manage user migration: support the conduct of pre-transition checks, develop User Migration Schedule, coordinate migration and support conduct of post-transition checks. User Migration will require a number of other WP outputs to be ready and available for operational use. It will be managed and coordinated by the contractor in conjunction with NCI Agency SMEs, other WP teams and Commands.
- conduct User Acceptance activities and document acceptance to meet stated Operational Acceptance Criteria in collaboration with WP13-Test and Acceptance. The WP team will coordinate the user acceptance activities in collaboration with NCI Agency IV&V.
- provide input into the operational Site Acceptance activities. The WP team will report on activities relating to transition to operations in order that Site Acceptance can be considered complete.
- overview the technical support to ensure that all incidents arising from user migration are rapidly resolved. The contractor team will be in a supporting role to manage any escalated issues arising from user migration, acceptance or transition to operations.

4.11. Communicate User Migration Schedule to external stakeholders (recursive effort)
4.12. Develop a coordinated User Migration Communication Planincluding the provision of briefings that will explain the upcoming IT upgrade, a user guide and the schedule for email notifications
4.13. Develop a coordinated and harmonized templatefor List of Users/Security Groups/AD objects (Gold Data)for all involved sites
4.14. Maintain an up-to-date List of Users/Security Groups/AD objects (Gold Data)for all involved sites
4.15. Provide template for the Pre-User Migration Checklistsand support users in the pre-migration activities
4.16. Support users in the pre-migration activities (in line with user Migration guidance)
4.17. Organize, coordinate and execute with one site a dry run of Smart Cards activationbefore execution including objectives definition (validate procedures, validate service tree, validate Gold Data properties, validate user information campaign, validate handout material) and all related activities for the deploy, execute, analyse and correction
4.18. Coordination with Local Sites before execution of Smart Cards activation.
4.19. Develop, distribute and maintain an up-to-date schedule for the Smart Cards activation
4.20. Coordinate and support the activation of Smart Cards with certificates and distribute activated Smart Cards to Users for all involved sites
4.21. Manage the implementation
4.22. Identify and coordinate the provision of the environment to establish a kioskduring Smart Cards activation
4.23. Provide ’How-to’ guide for Usersand explain Smart Card use to the Users
4.24. Address any shortfalls related to the "readiness for user migration"
4.25. Develop and provide a Plan for decommissioning old hardware
4.26. Provide template for the Post-Transition Checklists
4.27. Address all identified issues including shortfalls related to the Post-Transition Checklist
4.28. Produce a complete and detailed Test and Acceptance Plan for WP 12.2.
4.29. Develop User Test Requirement, Cases and Test Runs.
4.30. Develop Operational Site Acceptance Requirement, Cases and Test Runs.
4.31. Sign off the Operational Site Acceptance. Completion NLT End
4.32. Establish/produce and maintain an up-to date Data Repository(web portal, share point etc) to host all the produced data (plans, briefings, documents, lists, databases etc) on the purchaser network/ IT infrastructure.
4.33. Develop a Support Plan/Early life Support Planthat will be used/valid during user migration and after transition to operation.
- Payment and Deliverables Schedule
Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex C), signed by the relevant Project Authority during monthly progress checks and quarterly Progress Reports.
- Coordination and reporting
The Contractor(s) should report the progress towards achieving the required deliverables on a weekly/monthly basis based on the submission of Delivery Acceptance Sheets (shown as example in the Annex C).
- Period of performance

8.2. The Contractor (s), will adhere to the NCIA’s normal business hours 38 hours per week, Monday to Friday, 0900-17.00hrs.
8.3. During the contract execution, due to interdependencies with other Work Packages, NCIA reserves the right to re-align the deliverables and associated delivery dates if the project so requires. The adjustment(s) will be within the scope of the contract and without exceeding the total value of the contract and shall be executed through a bilateral contract amendment.
8.4. The Contractor(s) may be required to travel to other NATO sites for completing these tasks. Travel arrangements will be the responsibility of the contractor and the expenses will be reimbursed in accordance with Article 5.3 of AAS Framework Contract and within the limits of the NCIA Travel Directive 14.03 – Travel on Official Duty
8.5. All documentation deliverables should be submitted in a pre-agreed format with NCIA POC.
8.6. The Contractor(s) shall have a NATO Secret security clearance and (s)he will operate mainly at NATO Restricted level.
8.7. NCI Agency will be the Copyright holder for all produced/delivered documentation. NCI Agency will own Intellectual Property Rights of all produced/delivered documentation, when accepted through Delivery Acceptance Sheet.
Annex B – Terms and Conditions
B-1 General Terms
- This is a fixed price, non-personal, services contract that requires a contractor with personnel with highly specialist skills to execute and complete the work.
- Office space and computer equipment shall be provided by NCI Agency at the specified Duty Location.
Below are the Contractor’s obligations required under this Contract:
- The Contractor shall work as an integral part of the Purchaser’s delivery team.
- The Contractor’s personnel shall take direction from the appointed Purchaser Project Manager, or the designated alternate, and WP Lead.
- The Contractor’s personnel shall abide by the project plan, schedules and priorities as dictated by the Purchaser’s appointed Project Manager and Technical Lead.
- The Contractor shall follow the Project Manager and WP Lead’s directions with respect to project rhythms, status, and other reporting requirements related to project progress.
- The Contractor shall abide by the requirements outlined in the Project’s Proposal and Project Management Plan.
- The Contractor’s personnel shall review the Project’s Proposal and Project Management Plan, as per the WP Lead’s directions, and abide to its contents for the implementation of the work under this contract.
- The Contractor shall review and provide written feedback on various Purchaser produced documentation, including but not limited to project schedule, high level designs, detailed designs, as built documentation, and training material.
- The Contractor’s personnel shall interface with other teams as required for the correct execution of the contract.
- The Contractor shall submit any required change requests as necessary, using the purchaser furnished equipment and processes.
The Purchaser shall:
- Provide identification to all Contractor personnel who have at least a NATO Secret Clearance to allow them unescorted access within Purchaser facilities;
- Provide the Contractor personnel with materials for NATO SECRET network access, where required, and materials for NATO RESTRICTED network access with internet access functionality;
- Prioritise execution of tasks assigned to the Contractor personnel as per the current contract. The work to be performed will be mutually agreed with the Purchaser identified project team on a weekly basis and shall depend on the project activities and needs.
- Countersign the Delivery Acceptance Sheet(s) confirming that the work completed by the Contractor’s personnel is satisfactory and acceptable for payment.
- In some circumstances (e.g. absence), some of the activities listed above may be delegated by the NCIA POC to an alternate.
- Required Skills, Knowledge & Experience
- The contractors must have a currently active NATO SECRET security clearance.
- A Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject and at least 5 years post related experience
- Sound knowledge and experience in various areas of:
- Virtualization Technologies, Operating Systems, Windows Server.
- Latest Server, Storage, Client, Active Directory and Infrastructure Networking hardware technologies
- Enterprise Systems Management services, methods and tools (i.e. SCOM, SCCM, SCVMM)
- managing and successfully delivering IT upgrade/migration projects that included cross domain/forest migration of users and applications
- Coordinating, developing and writing IT technical documentation, user guides, user acceptance criteria and IT testing/acceptance plans
- Coordinating, developing and writing IT migration strategies, user migration plans
- Strong experience in developing strategy, plans, schedules for IT upgrade/migration projects that included cross domain/forest migration of users and applications
- Proven ability to communicate effectively orally and in writing with good briefing skills
- Strong and open communication skills
- Entrepreneur and strong networking skills
- Autonomous, problem-solver and drives towards results
- Formal ITIL Certification in the Service Transition and Continued Service Improvement
- Project Management Concepts and Methodologies (PRINCE2 etc.)
- Prior experience of working in an international environment comprising both military and civilian elements
- Knowledge of NATO responsibilities and organization
- Experience from working in a service provisioning organization
- Experience with design and implementation of Active Directory Federation Services in large enterprise environments
- At least 1 year experience, supported by professional certification in the implementation and administration of COTS products such as MS Windows Server, Linux, Oracle, MS SQL, VMware, MS Hyper-V, MS SharePoint, MS Active Directory and Active Directory Federation Services, MS Exchange, MS Skype for Business, Client OS (Windows, OSX, iOS, Android etc.)
