Short summary
The College of Europe is seeking applications for the position of Administrative Programme Officer (50% FTE), joining the European Union Diplomatic Programme for the enlargement region at its Bruges campus from July 2025 to June 2026. The successful candidate will be hired under and contribute to the execution of the EU-funded programme: “Implementation of the EU Diplomatic Programme for the enlargement region” (IPA 2024/459-533).
About the European Union Diplomatic Programme for the enlargement region
The overall objective of the European Union Diplomatic Programme for the enlargement region is to contribute to the creation of a network of junior diplomats and officials of the enlargement region, able to understand and navigate the EU external action and enlargement.
The College of Europe therefore delivers the following services:
- Design and implement two identical editions of a training programme on European Affairs and EU Accession for junior diplomats and officials from enlargement countries per year. The first edition is held from February to June; the second edition takes place from September to January of the following year.
- An “all-in-one” residential format for up to 15 participants per edition to study and live together. Participants live in one of the residences of the College for the whole duration of the Programme.
- An established programme of exposure activities for participants in the form of study visits to DG ENEST and other EU institutions.
The Role
Based in Bruges, the Administrative Programme Officer will be working under the direct supervision of the Programme Coordinator and in close cooperation with the other members of the team (Academic Coordinator and Programme Officer).
The main tasks and responsibilities of the Administrative Programme Officer will include:
- Supporting project management tasks (i.e. reporting, collecting feedback on activities, etc);
- Logistical support: booking of travel and accommodation arrangements for trainers and participants, event organisation, etc.;
- Contributing to daily administrative tasks;
- Preparing information / welcome packages for participants and lecturers;
- Welcoming and assisting lecturers and high-level speakers during their stay;
- Assisting the lecturers before and during classes: making arrangements for the setting-up of the classroom, supporting them with IT equipment and hybrid sessions, assisting with the organisation of group exercises such as simulation exercises and role plays, and in general in the overall module implementation;
- Collecting and checking the layout of learning material and printing handouts;
- Uploading information and material on the learning management system;
- Taking attendance;
- Drafting posts and taking pictures and videos to feed social media accounts;
- Liaising with relevant services of the College of Europe (including but not limited to ICT, Facilities, Catering, etc.) to ensure the smooth implementation of the Programme;
- Performing miscellaneous job-related duties as assigned.
Your Profile
For the position of Administrative Programme Officer, the College is looking for candidates with:
- A graduate degree, preferably Management Assistant, Office Administration or similar;
- Knowledge of the EU Project Cycle Management;
- Excellent command of English; knowledge of French is considered an asset;
- A very good knowledge of Word, Excel, Outlook and PowerPoint, as well as main social media platforms;
- Prior experience in event organisation is considered a strong asset;
- Result-oriented, proactive and cooperative approach;
- Outstanding analytical and organisational skills, with an eye for detail;
- Ability to manage multiple priorities in a fast-paced environment, with respect for deadlines;
- Ability to work autonomously and as a member of a diverse team;
- Strong interpersonal, communication, and drafting skills;
- Ideally, experience or familiarity with the activities and operations of the College of Europe.
