Duties

Maintain oversight of Business Operations. Perform oversight and administration of all Business and Recreation programs for USAG Benelux across five geographically dispersed casernes.

  • Through subordinate activity managers, is responsible for overall management of fiscal resources and direction of the DFMWR Community Recreation Programs, including: Sports and Fitness, Auto Skills, Library, Entertainment, Music and Theater, Arts and Crafts, Community Activity Centers, Outdoor Recreation, Better Opportunities for Single Soldiers (BOSS), and non-facility based programs.
  • Provides leadership and supervision, and effectively communicates mission and organization goals to subordinates.
  • Provides policies and guidance to ensure attainment of the established objectives of the division.
  • Reviews program priorities and develops five-year plan covering projected programs of personnel, funds, and facilities. Institutes innovative programs to meet future needs, including development and support of contingency operations for mobilization and demobilization.
  • Serves as the Garrison representative and advisor on matters relating to recreation and morale support of soldiers and their Families.

  • Must be willing to travel to and off post amongst the USAG Benelux installations.
  • Incumbent is required to submit a Financial Disclosure Statement, OFE-450, Executive Branch Personnel Confidential Disclosure Report upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation.

Qualifications

SPECIALIZED WORK EXPERIENCE DIRECTING/MANAGING ONE OR MORE DFMWR RECREATION PROGRAMS FOR A GARRISON FOR AT LEAST ONE (1) YEAR.

  • Experience must be equivalent in difficulty and complexity to the NF-04 level.
  • The overall experience must be progressively responsible demonstrating a sound foundation in running a substantial program at an installation/ Region /Headquarters level or equivalent.
  • Extensive knowledge of DFMWR mission, vision, functions, along with ability to develop a thorough understanding of the Director’s philosophies, priorities, preferences, and objectives in order to conduct in-depth, comprehensive analysis relating to actions, projects, and programs; provide recommendations; and make decisions from an overall executive standpoint.
  • Knowledge of Non-Appropriated Fund (NAF) resources management.

BEST QUALIFIED CRITERIA

  • Skills and experience working with and coordinating with multiple international agencies.
  • Project management experience.
  • Responsible leadership experience.

Pay-Band NF Allowances and Differentials

  • When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).   • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.

PCS Costs

  • Payment Permanent Change of Station (PCS) costs is authorized based on a determination that a PCS move is in the Government’s interest.
  • When you perform a PCS with the government (Joint Travel Regulation (JTR)), the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable. Visit

Foreign Overseas Allowances

  • Living Quarters Allowance (LQA) will be paid in accordance with (IAW) the Department of States Standardized Regulations (DSSR). An eligibility review will take place for positions approved to receive LQA.
