- SUMMARY
The NOS is responsible for the overall coordination of NATO security member Nations, NATO civil and military bodies as well as International Organisations and partner. It is also responsible for the security of the NATO Headquarters (HQ) and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security Policy Oversight Branch (SPOB), the Protective Security & Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU).
The Protective Security and Emergency Services Branch’s mission is to ensure the security and safety of the NATO Headquarters, its people, infrastructure and information. In coordination with the Host Nation, it analyses threats and vulnerabilities, determines risks and takes action to minimise them. Its staff works in the following domains: access management; security regulations and infractions; physical security; security guarding; fire, first aid and CBRN; emergency procedures; information assurance; security awareness and “special events” (high-level meetings at the NATO HQ, and in NATO member and partner nations). It also provides advice on protective security issues in the NATO satellite offices.
The incumbent works as part of a team carrying out security duties (in a shift system including nights, weekends and holidays) connected with the protection (personnel, infrastructure and information) of the NATO HQ in Brussels, or any other assigned location, armed or otherwise, as circumstances dictate. He/she works under the direct supervision of a G6 (C4) Senior Agent and G7 (C5) Inspector.
- QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- have a good general education, equivalent to higher secondary level;
- have at least 3 years’ experience as a member of a security or police force (military or civilian), national military or equivalent;
- be experienced in the use of firearms and non-lethal use of force equipment and be able to pass regular (minimum annually) shooting tests;
- possess good physical condition to enable them to intervene in emergency situations and be able to pass annual physical fitness tests and annual medical tests;
- pass theoretical and practical training as required by the management, such as EOR (Explosive Ordnance Reconnaissance), tactical armed intervention, traffic control and emergency communications;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be flexible to work in a shift system outside of normal working hours including weekends, holidays and nights sometimes at short notice and to be deployed abroad on mission as and when required.
The following would be considered an advantage:
- ability to use Communications and Information Systems used in the security domain (or have the potential to learn to do so);
- more than 3 years’ experience in comparable duties;
- a first-aid certificate;
- knowledge of EOR (Explosive ordnance reconnaissance) techniques;
- knowledge of basic fire-fighting measures;
- knowledge of basic Chemical, Biological, Radiological and Nuclear (CBR/N) defensive measures;
- understanding of armed tactical intervention procedures;
- experience in working in a large and complex multi-national, multi-cultural organization;
- knowledge of an additional language of a NATO member Nation.
- MAIN ACCOUNTABILITIES
Ensure the physical protection of the NATO HQ in Brussels, or any other assigned location, including access control, intervention, patrolling and monitoring the site. Use force and defensive weapons, in compliance with the applicable regulations. Effect general tasks relating to the protection of VIPs during high level events. Implement the protection of infrastructure and classified material by conducting prescribed inspections. Ensure that NATO staff members follow the NATO security regulations. Execution of these tasks will be done while working in a shift system, be ready to perform overtime at short notice when requested.
Stakeholder Management
Deal tactfully, politely and discreetly but firmly to ensure that the necessary security procedures are followed by all staff and visitors on-site.
Expertise Development
Follow in-house training programme as directed by the management, including physical training and weapon handling. Follow developments in new equipment, missions and techniques.
Information Management
Carry out administrative duties at various security checkpoints related to controlling the admission of persons and goods and in response to incidents or any other unexpected events having an impact upon security.
Perform any other related duty as assigned.

- CONTRACT
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
