• The senior digital technical expert will provide back up on different tools and enforcement techniques to be used in background research, data mining for decision-making and analysis of web crawling report.
• He/she will synthesize the needs, insights and eventual outcomes of online investigations and present them to the external stakeholders in line with confidentiality requirements (for example, on Europa website, similar to the current page “Scams related to COVID-19”).
• He/she should have a working knowledge of tools and methods for online investigations in consumer policy, law enforcement or similar domain.
• Knowledge of statistical methods + (limited) developer/coding knowledge, i.e. ability to customize open source tools, for example, program scrapers.

If you have:

• Knowledge of W3C standards with respect to HTML, XML, XSL, CSS, JavaScript, Ajax, WAI-compliance, mobile formats, etc.
• Knowledge of information systems architecture
• Knowledge of ICT security
• Knowledge of one application development language used by the contracting authority (e.g. PHP, Java)
• Knowledge of the design and development of web and multi-tiered internet applications
• Good knowledge of modelling tools (e.g. UML)
• Knowledge of relational database systems used by the contracting authority (e.g. MySQL, Oracle)
• Ability to cope with fast-changing technologies used in application developments
• Strong communication skills
• Able to integrate into an international and multicultural environment, rapid self-starting capability and experience in team working
• English: Understanding (B2), Speaking (B2), Writing (B2)
