Currently, we are looking for a highly enthusiastic HR Administration, Learning & Development - Local BE & Other Countries Officer who will work for Telespazio Belgium, Bastogne, in Belgium.

The HR Administration, Learning & Development Officer for Belgium & Other Countries will be responsible for managing all administrative activities related to Human Resources, ensuring compliance with local labor laws. They will also play a key role in implementing the training and skills development plan across multiple countries. This position strengthens the HR team to ensure effective coordination of administrative tasks, which is essential for the successful execution of the HR strategy in these areas

What is expected from you:

HR Administration and Compliance for Belgium and International Entities:

  • HR Operations Supervision:Administratively manage HR processes including – but not limited to – onboarding of new employees, payroll coordination, benefits administration, contract management, and maintenance of personnel records.
  • Legal Compliance and Audits:Ensure that HR practices comply with national regulations and labor laws in each country, in close collaboration with legal teams. Conduct regular audits to guarantee compliance and mitigate risks.
  • Payroll and Benefits Management: Oversee payroll processes in coordination with finance teams, ensuring accuracy and compliance with local legislation

Learning and Development:

  • Training Plan Implementation:Conduct the necessary research and implement the training plan to adequately meet legal and operational requirements. Continuously monitor the execution of the plan to ensure deadlines and strategic objectives are met. Keep employees informed about the progress of their individual training records.
  • Onboarding of New Employees:Ensure a rigorous administrative follow-up of the onboarding process to guarantee a successful start and optimal support for new employees.
  • Performance Management:Provide logistical support to managers in monitoring the performance management process when needed.

Project Management and Process Improvement:

  • Active Participation in HR Projects:Ensure the implementation of various project phases in accordance with established deadlines.
  • Process Optimization and Standardization:Contribute to identifying opportunities for improving HR processes to enhance efficiency, reduce costs, and increase transparency on an international scale.
  • Data Management and Reporting:Ensure the collection, management, and reliability of HR data. Use dashboards and reporting tools to provide relevant analyses to the CPLO and support decision-making.

Cross-Functional Collaboration:

  • Collaborating Across Functions:Work closely with both local and international teams, particularly with Talent Acquisition, HSE, and Finance, to ensure HR practices are aligned with business needs.
  • Promoting a Culture of Continuous Improvement:Actively contribute to a culture of innovation and learning within the HR team, with the goal of optimizing processes and delivering high-impact results.

What you offer:

Educational Background

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, Law, or a related field.

Experience

  • Proven track record in HR administration & compliance and/or learning & development, ideally in a multi-country or international context ;
  • Experience in process improvement, reporting, and data analysis within an HR function ;
  • Previous experience in a Payroll department or with a social secretariat is a strong asset.

Technical Skills

  • Strong understanding of employment law and compliance requirements, with a primary focus on Belgium ;
  • Fluently speaking French and comfortable using English in a global professional context ;
  • Advanced knowledge of Excel ;
  • Italian and other language are considered as well ;
  • Asset : Proficiency in HR information systems (HRIS) and tools for reporting and data analysis.

  • Ability to convey information transparently, diplomatically, and appropriately to each audience;

  • Efficiently manage administrative processes, deadlines, and priorities while ensuring regulatory compliance ;
  • Ability to ensure the accuracy and reliability of data and documents shared.

Adaptability and Agility:

  • Respond quickly to organizational, technological, or legislative changes.

Analytical Thinking and Critical Mindset:

  • Interpret HR data (absenteeism, turnover, performance, etc.) to support strategic decision-making.

Results Orientation and Continuous Improvement:

  • Propose concrete actions within your area of expertise to improve HR process efficiency and employee satisfaction.
