Context of the mission

As an IT Project Manager, you act as the point of contact for the business for all IT-related projects.

You guide and advise the internal customer in making the right decisions and in drawing up priorities and schedules. You provide communication to all stakeholders and build a real partnership with the business.

With the project ’GIS/GEO data in order’, a uniform GIS landscape will be set up, both for applications and data.

The GIS architecture is being made uniform (platform: ArcGIS Enterprise), and a GEO data governance is being developed. the GIS operation is further integrated in the organization and the various GIS users are involved in this through an intensive change process.

DVW needs external support for the phased development of this project, and wishes to recruit a GEO data coordinator and project leader for this purpose.

Your role

• You will manage the project and the associated change process, and must also set out the lines in terms of content.
• You will fulfill the bridging function between IM (information management), ICT and the rest of the organization in terms of GIS issues and monitors the GEO and GIS interests of the organization.
• You have solid and many years of experience with regard to GIS, ICT and project skills.
• You are fluent in Dutch

Your profile

• You have good knowledge of project management (Agile)
• You have very good knowledge of business analysis
• You have knowledge of UML, Archimate, data modelling
• You have knowledge of cloud systems (Azure) and spatial databases (SQL server)
• Very good knowledge of general GIS principles (georeference, coordination systems,
• GIS analyses, point clouds and GIS web services)
• Very good knowledge of Flemish GIS data
• Very good knowledge of GIS software packages (ESRI ArcGIS, GeoMedia)
• Knowledge of GIS & BIM integration

Your Skills

• You have demonstrable experience with GIS principles ( georeference, coordination systems, GIS analysis)
• You have demonstrated experience with GIS software packages: Geomedia / Arcgis (Esri)
• You have minimum 8 years of experience with general business operations with application to ICT/Information management GIS/ GEO data related topics.
• You have experience in project management and leading (project) teams.
• You have a master or bachelor degree with a technical engineering or business economics background preferably in IT or Information management related fields.
• You have demonstrable experience with ETL software.
• You are familiar with general business process.
• You have knowledge of business processes in general and those of the flemish government and preferably of water - related services (knowledge of and experience with data for waterways data standards: RIS index, IENC,...
• You have knowledge of the different Project Management facets (costs, timing, coordination, planning, estimates)
• You can advice and assist clients with strategy, organization and IT and IM issues.
• You are familiar with MS office package.
• You have knowledge of water-related activities.
• You have experience with GIS operation, GIS principles andGIS software.
• You have demonstrated experience in business process development and optimization (BPM)
