IT Business Analyst

CONTEXT/INTRODUCTION
This specific request is for the provisioning of consulting services for the unit of our client, and specifically for the HAN & HPS suite of applications. HAN – Hermes/Ares/Nomcom – is the document management solution used by all the Commission’s Services, delegations, the executive agencies and other institutions for registering and filing the official documents of the Commission. It implements the eDomec rules of the European Commission. Its front-end is used by 40 000 users, while its backend services provide document management functionalities to more than 100 other systems.
HPS – Hermes Preservation Services, is the long-term digital preservation system

DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:

• Collection and documentation of business requirements (functional and non-functional)
  
• Analysis of business requirements and business processes
  
• Assist in the elaboration and/or validation of various project documents elaborated by the internal team or system supplier (e.g. business analysis document, project initiation request, project charter, business case, architecture overview, vision documents, user guides or help desk related documentation)
  
• Elaborate business analysis documents, gap analysis documents, write user stories and use cases
  
• Analyze and assist in the validation of the solution proposed for the implementation of the identified requirements
  
• Assist in the elaboration of test plans and test cases by providing specific business knowledge when required, validate the delivered solution, participate in manual testing.
  
• Risk analysis; propose solutions to the identified problems by applying problem solving techniques.

Job requirements
KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

• Very good knowledge and experience of analysis/modelling tools and techniques (use case diagrams, state diagrams, entity relationship models, BPMN or UML or other with equivalent value)

• 
  Very good knowledge of software development project methodologies (e.g. PMP, PM², Agile, Kanban)

• 
  Relational and non-relational data modelling skills, familiarity with entity-relationship diagrams, basic knowledge ofXML/XSLT and data management/processing in general

• 
  Good understanding of web application architecture and user interfaces, ability to propose basic mock-up screens which can be enriched further by UX specialists

• 
  Proven experience in requirements gathering and business analysis of Java web applications and RDBMS software projects

• 
  Proven experience and strong capacity in producing high quality clear and structured reports / studies / end-user or business analysis or other technical documents in English

• 
  Desirable: business analysis or business process management certification (i.e. IREB, BPMN 2.0, etc.)

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

• at least 6 years of specific expertise in Agile WoW such as SCRUM
  
• at least 6 years of specific expertise in BPMN

Expertise in Oracle supported by a certificate would be an asset.
