Application Architect

CONTEXT / INTRODUCTION:

The mission of DIGIT.B.3 is to deliver digital reusable solutions and mobile solutions for the European Commission as well as for citizens in the Member States in cooperation with other Commission services.

One of the reusable solutions provided by DIGIT.B.3 is the Corporate Search, a service that allows users and/or systems to perform "cross-domain" and "cross-platform" searches. In order to do so, the service provides several interfaces that allow users and systems to retrieve relevant information about any topic, as well as needed integrations in order to index or federate information resources.

In this context we are looking for a service provider for the Corporate Search team in unit DIGIT.B.3. The consultant should also need to have good experience in search technologies (Elastic, etc.),

DESCRIPTION OF THE TASKS LINKED TO THE SERVICE:

• Architecture and design of information systems;
• Analysis and documentation of requirements following the standards and methodologies established by the Contracting Authority;
• Participate in the analysis and design of database schemas/tables/etc.;
• Data analysis and data modelling;
• Prototyping;
• Development/maintenance of applications that reflect the specifications;
• Design and development of architecture components and building blocks;
• Integration with other applications/systems;
• Production of technical documentation;
• Formulation and/or elaboration of test cases/programs;
• Participate in the deployment and configuration of the system (s);
• Participation in meetings with the Contracting Authority, project teams and user groups.
• The information necessary for the completion of these tasks and their deadlines will be provided on a regular basis to the consultant delivering the service via the relevant project management tool (s) and during coordination meetings.

REQUIRED KNOWLEDGE AND SKILLS

The required knowledge and skills include:

• Very good knowledge of J2EE including Service Oriented Architecture (SOA) andweb services;
• Good knowledge of the following: Spring 5, Spring boot 2, Hibernate, Liquibaseand Junit;
• Experience with search engine technologies (IDOL, ElasticSearch, etc.);
• Experience with DevOps container/orchestration tools (Docker, Ansible,Kubernetes, etc.);
• Knowledge of Logstash and Kibana;
• Good knowledge of Application Servers (Oracle WebLogic Server, Tomcat, etc.);
• Good knowledge of Relational Database Management Systems - DBMS (e.g.Oracle 11/12 g, etc.);
• Good knowledge of continuous delivery and Application Lifecycle Managementtools (Jenkins, Bamboo, JIRA, Git, etc.);
• Knowledge of Agile methodology and involved concepts;
• Ability to apply high quality standards;
• Ability to cope with fast changing technologies used in application architecture anddesign;
• Good communication skills;
• Ability to give technical presentations;
• Capability of working in a multi-lingual/multi-cultural environment;
• Very good knowledge of English (both written and oral).

IMPORTANT NOTICE: all proposed candidates should be security clearable (with scope application EU) and ready to travel to the premises of the Commission for an on-site (physical) interview.

REQUIRED EDUCATION AND EXPERIENCE

The consultant providing the service should have:

• A level of education corresponding to Level 7 of the European Qualifications Framework (which typically corresponds to a master’s level or 5 years of higher education)1. Where the minimum number of years of education is not fulfilled, 2years of professional experience will be considered as equivalent for 1 year of study.
• Minimum 11 years of IT professional experience.

WORK ENVIRONMENT / CONDITIONS:

• The tasks shall be normally performed on Commission premises in Brussels. Subject to the agreement of the Commission and of the Contractor, the service providers(s) might be authorized to perform their services from remote locations different from the Commission premises.
• The consultant must have a very good knowledge of English (both written and oral). The knowledge of French will be considered as an asset.
