1. SUMMARY

NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of Talent Management and HR Integration (talent acquisition, talent and organizational development and HR business partnership); Staff Services (pay, pensions, insurance and other benefits); HR Policy and Strategy Coordination (IS and NATO-wide HR policy) and the Medical Unit.

The HR Case Management Officer reports to the Deputy Assistant Secretary General (DASG), Human Resources, and handles a wide variety of HR matters with legal implications, in co-operation with the Office of Legal Affairs (OLA). S/he will work closely with the HR Advisors, the Head, Talent Management and HR Integration, Head, Staff Services and Head, HR Policy Strategy and Coordination. The incumbent will assist in particular in the handling of HR issues, grievances and formal complaints related to the interpretation and application of the NATO Civilian Personnel Regulations (NCPRs), HR rules, policies and procedures.

The incumbent is expected to have good legal knowledge, as well as skills and experience in the HR field, and will exercise initiative and creativity to contribute to the resolution of potential and submitted legal challenges related to staff matters, in co-operation with the Office of Legal Affairs. S/he will be expected to proactively engage in and tackle a wide-range of HR legal issues and contribute to the implementation of HR objectives that will provide a people-oriented, high performance culture that emphasizes empowerment, excellence, transparency, goal achievement, diversity and inclusion.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must:

• have a university degree in a field relevant for the position or an equivalent level of qualification;
  • have at least 5 years’ experience working on legal matters, out of which 3 years in HR matters and/or in an HR Case Manager role;
  • have proven ability to produce high-quality advice in a timely and effective manner to address customer’s needs;
  • have experience working in an international or multicultural environment;
  • possess excellent communication and drafting skills;
  • demonstrate good analytical skills and customer-focused attitude;
  • have the capacity to analyse and synthesize information to identify key issues;
  • demonstrate excellent interpersonal skills and a high level of confidentiality;
  • possess the aptitude for critical analysis and creative problem solving ;
  • have strong drive for teamwork, good negotiation skills and a good feel for cross-cultural differences;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.

DESIRABLE
The following would be considered an advantage:

• Master’s Degree or post-graduate studies in a field relevant for this position (eg. HR, International Labour Law, Public Administration…);
  • experience in an International Organisation, national ministry or similar context, providing legal advice on HR matters;
  • a level of V (“Advanced”) in the second official language of the Organization;
  • knowledge of NATO structure, missions, policies and procedures;

3. MAIN ACCOUNTABILITIES

Expertise Development
Apply knowledge and experience to identify the legal implications/interpretation of internal HR rules, policies and procedures and their impact to staff services and personnel administration. Plan, research and prepare decisions on questions of HR legal and policy matters. Contribute to the development, review, update, compliance monitoring and reporting of NATO HR policies. Draft and/or revise HR documents of legal nature. Assist in the handling of HR questions related to HR rules, policies and procedures, such as privileges and immunities and pension rights.

Knowledge Management
Follow major activities in the field of international labour law and maintain up-to-date knowledge of legal publications and jurisprudence. Propose and introduce relevant changes and best practice to HR procedures with a view to continuous improvement of HR ways of working. Assist the Office of Legal Affairs, as required, in the preparation and discussion of agreements, Memoranda of Understanding (MOUs) or other legal documents that affect HR management and/or staff services provided by the organisation.

Information Management
Prepare internal memoranda and other documents to include the required legal perspective and content. Keep records of formal HR case handling and contribute to the development and monitoring of Key Performance Indicators in this area, in collaboration with the Ethics Officer. As required, prepare and give briefings on the legal aspects of HR and Talent Management issues within NATO IS.

Stakeholder Management
Support the Office of Legal Affairs in providing advice to the DASG HR, to the HR Advisors on legal issues related to assigned fields of work and projects. Assist OLA as requested, in preparing the defence of the Organization before any internal or external Board/Tribunal. If required, represent the DASG HR in meetings of relevant Committees, Task Forces, Boards, Panels and Working Groups, as well as at external seminars, conferences or other meetings related to assigned objectives. Maintain and develop a network of contacts with other legal colleagues within and outside the NATO enterprise.

Project Management
As assigned, provide legal advice to HR policies and projects. Assume accountability and drive projects/initiatives to completion. Find timely and creative solutions to HR problems that meet Organizational needs, while respecting rules and procedures.
Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent is responsible to the Deputy Assistant Secretary General (DASG), Human Resources. He/she will work with HR Advisors, Heads of Section and other divisional clients and line managers to find appropriate solutions to HR legal challenges. In addition, he/she will establish and maintain good working relationships with other legal colleagues and work closely the Office of Legal Affairs.

6.CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
