1. SUMMARY
The BICES Group Executive (BGX), a NATO entity, is the executive body of the BICES Group (BG). The BG exists to enable the sharing and exchange of Intelligence and Information between and amongst the NATO nations and with NATO, and with other non-NATO nations and Organizations. The BGX, under the leadership of the Director BGX, is comprised of the following pillars: Intelligence Service Strategy (ISS) Division, Intelligence Service Design (ISD) Division, Intelligence Service Operation (ISO) Division, the Security Office and the Intelligence, Surveillance and Reconnaissance (ISR) Cell.
The ISR Cell is established and funded by the BICES ISR Community through the BICES ISR Working Group (BISRWG). The mission of the BISRWG, which is primarily carried out through the BICES ISR Cell, is to coordinate and direct the establishment of a BICES integrated capability for multinational federated ISR Process, Exploitation and Dissemination (PED), ensuring interoperability and integration with NATO capabilities in support of national, NATO and non-NATO operations. The BICES ISR Cell has three main lines of effort: operational, technical, and organizational/financial.
Under the supervision of the ISR Cell Capabilities Implementation Coordinator, the incumbent is responsible for the administration of the ISR portals domains to ensure ISR information and technical data are produced and published. S/He leads the design and operation of portals to support NATO and national operations by enabling collaboration and sharing of intelligence and intelligence-related information in near-real time. S/He supports the evolving efforts of the ISR Cell and is responsible to BISRWG nations for the execution of the Plan of Work (POW) and associated projects and activities. As an authorized BGX System Administrator, the incumbent maintains a functional dependency with the BGX Operational Authority and ensures security and operational requirements when managing and administering ISR KM portals within the BGX Element and Central Node.
Essential
The incumbent must:
- possess at least 4 years of professional experience in Content Management System, such as SharePoint, Liferay, eXo Platform, Drupal, etc;
- possess a technical degree or similar certification, in information systems management, library science, computer science, information science or any related discipline;
- be experienced in developing and implementing Information Management (IM) policies;
- be familiar with electronic records management and archival services and procedures;
- be able to effectively prepare and maintain documentation, of a technical nature: e.g. configuration guides, diagrams, training preparations, Requests for Change (RFCs);
- possess level V (Advanced) of the English language.
The following would be considered an advantage:
- experience with supporting ISR operations and managing intelligence and imagery information and intelligence workflows;
- experience with conducting intelligence analysis to support Joint service, NATO and Allied-led missions and operations;
- experience with NATO intelligence or ISR operations and familiarity with the intelligence cycle and ISR cycle;
- familiarity with NATO STANAGs and allied documentation publications, to include knowledge of Coalition Shared Dataservers (CSDs);
- certification in Knowledge Management (KM);
- knowledge of Information Knowledge Management (IKM) in NATO or other multinational organization;
- knowledge of NATO and national information technology security policies;
- experience with in eMail Clients/Web Browsers, web content management and Chat services;
- experience with project management and integration of emerging or developing technologies;
- familiarity with financial management principles and application.
3. MAIN ACCOUNTABILITIES
Expertise Development
Monitor the availability and functionality of the ISR portals. Create monthly usage reports. Provide guidance for best use of the current IKM tools within the ISR Cell. Stay abreast of technological developments relevant to the area of work. Inform and provide basic training to users on the functionality and capability of the ISR Portal. Keep track of, and measure outcomes against self-imposed standards of excellence. Make specific changes in the system or in own work methods to improve performance. Proactively seek out and anticipate changes in work assignments to increase personal effectiveness. Take complex ideas or problems and translate them into clear, simple and understandable concepts. Handle incomplete, missing or ambiguous information.
Financial Management
Manage a predetermined budget for a limited area or project. Maintain knowledge and impact of projects and their influence/impact on the ISR Cell budget. Provide this information to stakeholders and shareholders via the ISR Portal.
Knowledge Management
Provide training to internal and external users of the portals. Maintain and manage the content and folder structures on the ISR portals. Create, update, and maintain the ISR Concept of Operations (CONOPs), Standard Operating Procedures (SOPs) and Tactics, Techniques and procedures (TTP) alignment with BICES and NATO Policies and STANAGS. Ensure the technical and service documentation, including RFCs, pertaining to assigned ISR KM portals, is prepared, properly stored and kept up-to-date. Maintain capability for nations to share ISR technical information on classified and unclassified environments. Maintain ISR configuration management documentation.
Planning and Execution
Perform the daily operational function of the ISR IKM & KM portals. Provide daily administration, design and maintenance of the portals. Provide administrative and development support for other ISR IKM collaboration systems. Maintain ISR KM Services with redundant services, including upgrades, changes and modifications of ISR KM Portal services and communications aspects through Capacity Management studies, such as: system utilizations, limitations of operational devices as they reach limitation thresholds and lifecycle effectiveness. Act as liaison support manager with organizations/enterprises for 3rd line support. Maintain a customer service approach to supporting National and NATO-led requirements, missions and operations. Double-check the accuracy of work received or given. Check own work and ensure the quality of service provided. Act calmly under pressure or while experiencing strong emotions. Keep functioning and respond constructively in stressful situations. Give detailed instructions or on-the-job demonstrations. Makes specific, supportive and helpful suggestions.
Project Management
Administer the BICES ISR SharePoint Document Handling System. In coordination with the BGX Information Architect, BGX Information Manager and BGX Portal Content Specialist, create the portals required by the ISR Cell with respect to the BICES Information Management Policy (BIMP). Support the ISR network and communication technicians to ensure continued operations within BICES domains. Maintain, update and modify the management and monitoring services of the ISR KM portals. Ensure required steps and actions are taken to resolve ISR KM Portals incidents.
Stakeholder Management
In the context of the BGX ISR cell, the BICES ISR member nations are our customers. Promote and maintain professional relations with appropriate military and civilian officials and industry experts, within the BGX, Nations and NATO, as required. Coordinate with the ISO Division, networking and communications aspects of the classified and unclassified BICES exercise network/services environments. Cooperate with other BGX Divisions for ISR-related issues including, security, event, incident, problem and configuration management activities with regard to ISR KM Portals. Take personal responsibility for correcting problems. Take ownership of the correction of customer service problems. Correct problems promptly, efficiently and without becoming defensive. Monitor client satisfaction. Make things better for the customer, addressing underlying customer needs. Shows pride in being part of the Organization.
Promotes and defends the Organization’s reputation with outsiders. Probe in order to understand content and underlying meanings and let people speak without interrupting.
Perform any other duty as required.
4. INTERRELATIONSHIPS
The incumbent reports to the ISR Cell Capabilities Implementation Coordinator. S/He coordinates and interacts with other BGX staff as required and in particular with the ISO, ISS and Security Office.

6. CONTRACT
Contract to be offered to the successful applicant: Definite duration contract of three years; possibility of renewal for up to a further six years in 3-year increments, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
The maximum period of service foreseen in this post is 9 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 6 years, in 3-year increments. However, the incumbent may apply for conversion to an indefinite contract during the period of the second renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 6 years, in 3-year increments, subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is nine years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
