IT Change Manager


  • Working Location:Mons, Belgium
  • Security Clearance:NATO Secret / SC
  • Language:High proficiency level in English language


EXPERIENCE AND EDUCATION:


Essential Qualifications/Experience:

· Bachelor’s degree at a nationally recognised/certified University in a related discipline, (such as, Science, Computer Science, Engineering or Information Technology) and 2 years post-related experience
· Or exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities or experience that is/are of interest to NCI Agency, that is, 6+ years extensive and progressive expertise in duties
· Experience in Configuration Management, Configuration Control and Status Accounting
· Experience with ITIL change management best practices
· Practical experience in the usage of change management tools
· Knowledge of Quality Management principles
· Experience in the operation of Change Advisory Boards (CAB)
· Experience organizing meetings and committees
· Relevant ITIL training certification


Desirable Qualifications/Experience:

  • Post-secondary training in IT
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including ACO and ACT


DUTIES/ROLE

  • Manage the entire life cycle of the Enterprise IT Change Management across infrastructure, platform and software as a service
  • Develop implementation plans for complex requests for change
  • Ensure that appropriate actions have been planned to minimize the risk of failure and the impact on users during change implementations
  • Evaluate risks to the integrity of the service environment inherent in proposed implementations (including availability, performance, security and compliance of the business services affected)
  • Seek authority for those activities, review the effectiveness of change implementation and propose improvement to organisational procedures governing change management
  • Guide and support the Service Delivery Managers, Project and Lifecycle Managers in their Requests for Change
  • Liaise closely with NATO Cyber Security Centre and Independent Verification & Validation Service Line in assessing change requests
  • Manage and prioritise Requests for Change using the IT Service Management Toolset
  • Develop knowledge articles and develops change models within the IT Service Management Toolset
  • Chair the Change Advisory Board and prepare the Agenda and Minutes
  • Escalate high impact change to executive management for final approval
  • Support change release and deployment to Operations and Exercises
  • Compile IT Change Management Key Performance Indicator Reports to senior management
  • Maintain IT Change Management discipline ensuring the correct policies, process and procedures are routinely followed
  • Deputize for higher grade staff, if required
  • Perform other duties as may be requiredmons
