1summary
Within the Office of the Secretary General, the Human Security (HS) Unit operates under the leadership of the Secretary General’s Special Representative for Women, Peace and Security (SGSR WPS).
The SGSR WPS provides guidance and oversight on the implementation of NATO’s WPS and HS Agendas across the Alliance by facilitating coordination and integration of gender perspectives and human security considerations into NATO’s policies and activities across the Alliance’s three core tasks of deterrence and defence, crisis prevention and management and cooperative security.
At the Madrid Summit in June 2022, Heads of States and Governments endorsed the NATO HS Approach and Guiding Principles that provides the Alliance with a common understanding of HS.HS is a multi-sectoral approach to security that gives primacy to people. For NATO, it encompasses five areas of work: Protection of Civilians (POC), Combatting Trafficking in Human Beings (CTHB), Conflict-Related Sexual Violence (CRSV), Children and Armed Conflict (CAAC), and Cultural Property Protection (CPP).
The incumbent will contribute to advancing the implementation of the Human Security Agenda.
The Officer, HS will: (1) Support the drafting, oversight and implementation of the Human Security policies; (2); Provide support to NATO civilian and military staff on the integration of HS into their work; (3) Conduct research and monitor trends related to HS and manage related projects, as needed; (4) Prepare background notes, talking points, and other written content and participate in relevant meetings and conferences; (5) Engage with internal stakeholders, and external ones as necessary in support of NATO’s work on HS and assist in raising awareness, mobilizing commitment and facilitating practical collaboration.
- QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- possess a university degree from an institute of recognised standing in a field relevant for the position;
- have at least 3 years of relevant professional experience in working on foreign/security/defence affairs/ international humanitarian law ;
- possess a good understanding of the HS Agenda, its Policies and their implementation;
- be familiar with NATO political and military processes and priorities;
- possess excellent drafting and editing skills;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be prepared to travel when required.
The following would be considered an advantage:
- demonstrate experience implementing the HS Agenda within an organisational setting;
- experience working with the military;
- experience in academic research;
- be familiar with the network of actors outside NATO with expertise on HS, including International Organisations, civil society, and academia.
- MAIN ACCOUNTABILITIES
Contribute to development and review of policy documents relevant for the efficient implementation of the HS Agenda. Liaise with the other divisions to maintain a high level of awareness on policy areas. Contribute to the development and provide input to policy, strategy and conceptual papers developed by colleagues and Allies, including by integrating gender perspectives in all Human Security areas of work. Contribute to the organisation of events on specific policy areas.
Expertise Development
Provide support to NATO offices, as well as NATO Military Authorities, on their work to implement the HS Agenda, as appropriate. This may include research and consultations to better understand how to integrate the five HS strands of work across NATO’s three core tasks, as well as in strategic communication.
Project Management
Contribute to the advancement of special projects within the Unit and in cooperation with other Divisions, such as projects developed within the framework of the Comprehensive Assistance Package (CAP) for Ukraine. This may include working with a range of stakeholders including external contractors.
Stakeholder Management
Contribute to the development and maintaining a strong network of contacts within NATO, Allies and Partner nations, other International Organisations, academia and research institutes in the field of Human Security to better develop and implement projects of common interest. This may include engagement with civil society, academia, and experts from national and international organisations, among others, as directed and at the appropriate level.
Information Management
Ensure coordination of input from various parts of the Organisation, looking both at content and timeliness. Support the timely sharing of information within the Unit.
Knowledge Management
Follow the development of relevant issues within NATO as well as external trends in HS and share knowledge on these within the Organization. Contribute to the preparation of briefing packages and speaking notes on HS for senior leadership.
Support HS public diplomacy efforts, including on social media. Draft public information material for the media and other audiences, including for the NATO website and support the development of articles and briefings.
Representation of the Organization
Brief and lecture visiting groups; represent the Alliance at conferences, workshops and seminars and other activities connected to HS, as appropriate. Deliver speeches, briefings and present papers, as directed and at the appropriate level.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
