1. SUMMARY
The Human Security Unit, established in 2019, located in the Office of the Secretary General, serves as the focal point for NATO’s work on Women, Peace and Security (WPS) as well as the cross-cutting topics under the umbrella of Human Security, including Children and Armed Conflict (CAAC), Protection of Civilians (POC), Cultural Property Protection (CPP), Trafficking in Human Beings (THB), and Conflict-Related Sexual Violence (CRSV).
The NATO Special Representative on Women, Peace and Security provides guidance and oversight on the implementation of NATO’s WPS agenda as well as the Alliance’s work on Human Security. The Special Representative and team support the Secretary General and the Alliance by facilitating coordination and integration of gender perspectives into NATO’s policies and activities to advance the implementation of the NATO/EAPC Policy and Action Plan on Women, Peace and Security as well as in supporting NATO’s Human Security approach.
The incumbent will play a key role in advancing the implementation of the Women, Peace and Security agenda.
The Officer will: (1) Support the oversight and implementation of the NATO/EAPC Policy and Action Plan on WPS; (2); Provide support to NATO civilian and military staff on the integration of WPS into their work; (3) Conduct research and monitor trends related to WPS and manage related projects, as needed; (4) Prepare background notes, talking points, and other written content and participate in relevant meetings and conferences; (5) engage with internal and external stakeholders in support of NATO’s work on WPS and assist in raising awareness, mobilizing commitment and facilitating practical collaboration.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- have at least 3 years of relevant professional experience in working on foreign/security/defence affairs;
- possess a good understanding of the WPS agenda and its implementation;
- be familiar with NATO political and military processes and priorities;
- possess excellent drafting and editing skills;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be prepared to travel when required.
DESIRABLE
The following would be considered an advantage:
- be familiar with the network of actors outside NATO with expertise on WPS, including International Organisations, civil society, and academia.
3. MAIN ACCOUNTABILITIES
Expertise Development
Provide advice and support to NATO offices, as well as military commands, on their work to implement the WPS agenda. This may include research and consultations to better understand how to integrate gender perspectives into NATO’s work on deterrence and defence, resilience, and strategic communications, among others.
Representation of the Organization
Represent, as appropriate, the Alliance at conferences, workshops, and other activities connected to WPS.
Policy Development
Contribute to policy development through supporting the implementation and monitoring of existing policies and action plans related to WPS. In addition to the NATO/EAPC Policy and Action Plan on WPS and the NATO policy on Preventing and Responding to Conflict-Related Sexual Violence, this may include support to NATO’s continued efforts to integrate gender perspectives into areas like counter-terrorism and the impacts of climate change on security.
Stakeholder Management
Support the development and maintenance of a strong network of contacts on WPS for the Human Security Unit. This may include engagement with civil society, academia, and experts from national and international organisations, among others.
Information Management
Support the timely sharing of information within the Unit.
Knowledge Management
Follow the development of relevant issues within NATO as well as external trends in WPS. Contribute to the preparation of briefing packages and speaking notes on WPS for senior leadership.
Project Management
Contribute to the management of special projects within the Unit. This may include working with a range of stakeholders including external contractors.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent will report to the Special Representative through the Head of Unit and will work closely with NATO International Staff Divisions, NATO Military Authority representatives, and representatives of NATO Allies and Partners.
