Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The Cyberspace Operations Centre (CyOC) is NATO’s only Theater Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.
The Cyberspace Plans Branch is the focal point for all cyberspace planning at the operational level across the theatre.
The Cyberspace Readiness Section provides direction and oversight of all cyberspace activities across Allied Command Operations (ACO).
SHAPE is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance.
As a directorate uniquely established at the strategic level, the Cyberspace Directorate has oversight of all cyberspace activities across ACO, at all levels of command.
The CyOC is NATO’s only Theatre Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, C2 and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.
CyOC Plans Branch is the focal point for all cyberspace planning at the operational level across the theatre.
Readiness Section provides direction and oversight of all cyberspace activities across ACO.
As Cyberspace SME in the Readiness Section, the individual contributes to the planning, coordination and integration of Cyberspace Operations into ACO exercises.
Principal Duties
The incumbent’s duties are:
- Participates in the effort towards the NATO 2030 goal of operationalizing the cyberspace domain from a programming perspective in order to cohere and speed the delivery of individual and collective training.
- Provides substantial support in identifying short medium and long term mitigations for the acceleration of the cyberspace operations discipline.
- Provides cyberspace specialized expertise for efficiencies that will translate NATO 2030 requirements into training needs, serving the overall purpose of readiness.
- Works in close cooperation with the Integrated NATO Cyber Defence Mechanism to provide a holistic approach to the improvement of the human interoperability
- Contributes to Education and Training (E&T) functions and doctrine development.
- Supports revision of Job Descriptions (JD) related to Cyberspace Operations (CO) Discipline in coordination with respective stakeholders.
- Supports the Requirement Authority (RA) on CO Discipline activities;
- Contributes to the generation of CO E&T Requirements (for collective and individual training)
- Contributes to the preparation of and participates to the CO Annual Discipline Conference (ADC) and NATO conferences/ workshops related to the CO Discipline and CO Capability Development.
- Contributes to the collective Cyberspace readiness activities as part of Collective Training and Exercises (CT&E).
- Contributes to the analysis conduct from correlated information sources, including Lessons Learned from Exercises.
- Contributes to Cyberspace Resilience assessments during Major NATO Exercises.
- Supports the application of the NATO Lessons Learned Process.
Essential Qualifications
- Professional/Experience
- Minimum of 2 years of experience in individual and collective cyber training development.
- Minimum of 2 year experience in addressing individual and collective cyber training requirements into training solutions.
- Experience in interaction with education and training facilities/ organizations on cyber training development.
- Experience with designing, developing, and delivering courses and individual training solutions with a focus on cyberspace operations.
- Knowledge to evaluate training audiences including cyber operations related lessons learned processing and management.
- Experience in supporting rehearsals of cyber-related concepts, war gaming and Table Top Exercises, including participation in planning conferences and conduct phases.

- Professional Contacts: As the incumbent needs to work together with a wide Community of Interest, he/ she needs to work with high level cyberspace stakeholders within (but not limited to) CCDCOE, ACO HQs, ACT HQs, NCISG, NCI Agency, NATO HQ, OCIO, JISD, NOR, as well as with Allies and Partners.
- Contribution To Objectives: Contributes to NATO 2030 objectives, Collective and focused Cyberspace training, Detection and Response to Cyber-attack focused training, RDN Section, Plans Branch, Cyberspace Operations Centre, Cyberspace Directorate in support of SACEUR’s plans, operations and missions.
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
