The work schedule for this position is: Full Time (38 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Duties
Acts as Deputy Supervisory Realty Specialist and serves as the acting Supervisory Realty Specialist in his/her absence. Supervises three Housing Assistants. Manages 25% of the Tri-Mission’s government-leased Housing program. Manages the "Regent 40" office space building. Serves as the lead Housing Assistant and the primary trainer on housing matters (housing portfolio, databases, etc.).
In the absence of Supervisory Realty Specialist, assumes day-to-day responsibility for all real property matters. Advises the General Services Officer for Real Property Management and senior Joint Administrative Services (JAS) management on all real property matters, supervises the execution of all commercial and residential lease contracts and manages operations of residential housing program, including housing assignments, to ensure compliance with USG regulations and Belgian laws.
Supervises three Housing Assistants. Ensures the highest standard of customer service is provided, drafts annual work plan, evaluates performance, identifies and seeks training opportunities, as appropriate, reviews and approves leave requests to ensure coverage.
Manages 25% of the Tri-Mission government-leased Housing program.
Acts as key contact for occupants of his/her units: Establishes relationship beginning with briefing upon arrival. Provides employees information about their assigned quarters and instructs them on the duties and responsibilities of occupants of government-provided quarters. Maintains this contact by acting as primary source during employee’s TOD for all matters relating to Housing.
Monitors local real estate market, negotiates and drafts leases, arranges and attends in-coming and out-going surveysmonitors local real estate market, negotiates and drafts leases, arranges and attends in-coming and out-going surveys.
Serves as lead housing assistant and is primary trainer for the housing section. Trains and mentors new employees in the section in addition to provide continued education for existing housing assistants.
Manages all aspects the “Regent 40” office space building—building maintenance and repair, lease renewal negotiations, and liaise with landlord on all building matters. Incumbent is expected to work closely with OBO colleagues in Washington DC on lease negotiations.
Qualifications and Evaluations
EXPERIENCE:
Option A:
Bachelor’s degree in administrative services, communication, architecture, business administration, business management, or general studies with previous office experience of minimum three years and minimum one year of supervisory experience.
Option B:
Completion of College or Post-Secondary education (2 years) with previous office experience of minimum five years and minimum one year of supervisory experience.
JOB KNOWLEDGE: Must be able to quickly become knowledgeable of the Belgian real estate law. Must be familiar with host country federal, regional, and municipal regulations pertaining to real estate. Must have word processing skills and be able to draft letters in English, French and Dutch. In-depth knowledge of Brussels necessary; must know routes of public transportation, nature of different neighborhoods, location of parks, schools and other amenities.
Option A:

Completion of College or Post-Secondary education (2 years) with previous office experience of minimum five years and minimum one year of supervisory experience.
LANGUAGE: Fluency in Dutch, good working knowledge in English and French. This may be tested.
SKILLS AND ABILITIES: Good negotiation skills needed to negotiate leases and to deal with landlords. Perseverance and tact to ensure that employees adequately clean quarters prior to departure and that contractor fulfill obligations. Ability to remember the lay-out and key features of a large number of very diverse housing units to aid Housing Officer in recommending assignments and briefing new arrivals. Ability to quickly learn the Post Housing Policy as well as the standards established by Washington, and must apply those standards to potential units. Driver’s license (category B) necessary to properly survey area of responsibility and to show Housing Officer and USG employees their assigned quarters. Must have held a driver’s license B for five years.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brussels may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
