The work schedule for this position is Full-time - 40 hours per week (FMA/PSA) 38 hours per week (LES)
Start date: This is a now vacancy. Should the candidate meet all of the onboarding requirements, they could start as soon as February 27, 2023.
Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Duties
Will be assigned to different sections throughout the U.S. Mission to NATO, as the need occurs, and as such be responsible to review and disseminate all incoming correspondence, reports and related materials. Independently determines the subordinate section or action officer to receive the action or information, identifies and contacts subject matter specialists and researches reference material within the office and the NATO staff for the purpose of gathering needed information much of which is classified and highly technical. Receives telephone calls and customers, screens calendars, verifies attendance, make commitments and appointments.
Ensures that action officers are familiar with USNATO directives and procedures in order to maintain correctness and consistency of outgoing correspondence, messages and reports. Independently composes correspondence, messages, briefings and reports based on provided guidance. Identifies and contacts subject matter specialists and researches reference material within the office and the NATO staff for the purpose of gathering needed information much of which is classified and highly technical; assembles, correlates and analyzes the information based on requirements, designs and prepares slides, viewgraphs, charts and other forms of visual information by abstracting and considering information and highlighting tends and relationships for use by the office staff in conferences, meetings, briefings, etc
Organizes and maintains substantive subject matter files and documentation relevant to office functions and ensuring proper security controls, to include maintaining the classified document log for the personnel office. Provides advice to Personnel staff based on knowledge and organization of office records, files and reference materials. Establishes policies for maintenance and modifies or adapts procedures as required.
Qualifications and Evaluations
EXPERIENCE: Minimum one year of experience in an administrative office.
JOB KNOWLEDGE: Incumbent will display a detailed understanding of the workings of the position and organization. Expected to give only the most detailed and accurate advice in administrative/personnel matters. Must be able to make an immediate decision without seeking guidance on all programs that he/she is responsible for managing.
High School Diploma (secondary school) required.
LANGUAGE: Fluency in English required. This may be tested.
SKILLS AND ABILITIES: Must possess a good knowledge of the workings of a government administrative/personnel office. Knowledge of the NATO, DoD and DoS organizational structure. Ability to communicate freely. Computer/Automated Systems skills in all of the Microsoft Office and Outlook package. Ability to provide customer service equally to all requiring assistance. Ability to multi-task personnel action and have the ability to manage administrative/personnel programs independently.

Benefits and Other Info
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brussels may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.

COVID-19 Requirements for Eligible Family Members
As required by Executive Order 14043, Eligible Family Members who will be employed on a Family Member Appointment (FMA) or a Temporary Appointment (TEMP) are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected for the position, the agency will provide you additional information regarding what information or documentation will be needed and how you can request a medical or religious accommodation.
Eligible Family Members who will be employed on a Personal Services Agreement and compensated under the USG pay plan will be required to attest to their vaccination status using the Vaccine Attestation Form. If you are not fully vaccinated or decline to provide this information, you will be required to demonstrate proof of a negative COVID-19 test completed within 72 hours of entry to a Mission facility and comply with enhanced COVID-19 mitigation protocols. If selected for the position, the agency will provide you additional information regarding these requirements.

Candidates who will be employed on either a Personal Services Agreement or a direct hire appointment and compensated under the Mission’s Local Compensation Plan will be required to follow all Mission COVID-19 policies applicable to Locally Employed Staff.
