Whom we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems that NATO’s military commanders use to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA is critical in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.

To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.

Duties and Role:

  • Support Programme, Project and Service Managers in preparation and implementation of new projects and improvement of existing services
  • Performs Naas (WAN, VPN, LAN, WiFi, etc) infrastructure and services fault diagnosis throughout NATO sites utilizing a number of management platforms (e.g. CA Spectrum, HP NA, Netscout, Cisco Prime and DNA, NOKIA NSP, Splunk);
  • Coordinates implementation of NaaS infrastructure elements in a centralised fashion by applying NATO and industry specific standards and best practices;
  • Liaise and collaborate internally and externally (if required) for fault rectification activities during and post project implementation, as well as services operations and maintenance;
  • Produces and maintains documentation related to daily activity logs, network configuration, network mapping, processes, operating procedures and service records within the AoR;
  • Provides consultative support, to include setting up demonstrations, explaining features and benefits to customers, designing solutions, configuring products and services to meet specific customer business needs and objectives based on NCI Agency approved catalogue of services and architectural concepts
  • Configuration, implementation, and evaluation of test scenarios as well as management tools and capabilities within the NGCS Reference Facility, pertinent to the area of responsibility;
  • Maintains an awareness of all ongoing network infrastructure configuration and maintenance activities to build and maintain an up to date picture;
  • Supports a common understanding of available toolsets and methods of utilization within the centralised and distributed user base;
  • Asset management expertise in large ICT environments
  • Multi-vendor NMS (Network Management Systems) operation and personalization to support multi-tiered service support construct.

Requirements

Skill, Knowledge & Experience:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or,exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particularabilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.
  • At least 2 years’ experience in all aspects of deployment, maintenance, repair, modification and operation of multivendor (e.g. Cisco, Nokia, Dell) Routing (WAN) and Switching (LAN), as well as Enterprise environments;
  • At least 2 years’ experience with configuration and operation of HP Network Automation or equivalent network automation and orchestration systems
  • At least 2 years’ experience with configuration and operation of Network Monitoring and Event Management systems, e.g. CA Spectrum, HP NA, Cisco Prime, Cisco DNA and Splunk;
  • At least 2 years’ experience of working in a centrally managed network environment.
  • Minimum qualification of professional level (such as; CCNP, NRS II, DCS-CA);
  • Proven experience in the use of an Incident Management System, such as BMC ITSM;
  • Extensive knowledge of implementing and operating NaaS technologies within an Enterprise and Services Provider network;
  • Knowledge and experience with Datacentre technologies and Virtualized Switching;
  • Knowledge and experience with implementing and operating multi-tenancy network technologies and environments network, such as IGMP, PIM and VRF/VLAN;
  • Knowledge and experience with Developing and maintaining automation based on DEVNET concepts and scripts using EXPECT, Python or PERL.
  • Familiarity with layer 2 and layer 3 Cryptographic Equipment or similar Encryption devices;
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

  • End Contract Date: 31 December 2023 (with potential extension)
