  • The Building Security Manager (BSM) is responsible to the Site Principal Braine-l’Alleud for providing timely subject matter expert advice and support on all protective security, personnel security, security of information and industrial security matters as they affect personnel and facilities. In support of this function, technical assistance, direction and oversight is provided by the Agency Security Manager (ASM) through the Site Security Manager (SSM) Mons, part of NES - Security Branch.
  • Under the direction of SSM Mons, but largely on own initiative, the incumbent will perform the following duties:
  • Undertake the daily administration of the Braine-l’Alleud Security Office including the oversight and technical direction of all of the Security Office and Security Control Centre (SCC) functions;
  • Manage and maintain the Braine-l’Alleud Security Office input to the NCI Agency Central security database, the NCI Agency Brainel ’Alleud Personnel Security database;
  • Draft, manage and update local SOPs, local Internal Security and Emergency Evacuation Plans;
  • Supervise, administrate and monitor local contracted guard forces at Braine-l’Alleud;
  • Managing the process for the initial applications and renewal requests for all NCI Agency Braine-l’Alleud staff personal security clearance requirements;
  • Act as the NCI Agency, Braine-l’Alleud Point of Contact (POC) for industrial security matters relating to Facility Security Clearance Certificates (FSCC) and the release of classified material to contractors;
  • Assist in the maintenance of the NCI Agency Health and Safety programme of inspections and periodic audits when required by the SSM Mons/H&S Manager;
  • Provide advice in the areas of physical, personnel, industrial security, security of information and CIS security;
  • Conduct and maintain records of the initial and final security briefings for arriving and departing members of staff and contractors;
  • Maintain control of all security lock combinations and office door keys;
  • Manage the process for the issue of all AMIS ID cards to staff and contractors;
  • Liaise with SHAPE Registration in terms of privileges and maintain the local APMS database;
  • Develop, maintain and implement a Site Access Control System for all types of visitors;
  • Maintains the local Security Education programme and issue of Security Education Notices in cooperation with Security Office Mons;
  • Liaise with the NATO Office of Security (NOS), Host Nation Security Authorities and with AC Cl where applicable on Personnel Security, and Counter Intelligence matters;
  • Attend/conduct Security Management Workshops, courses and meetings as required;
  • Perform any other security related duties as required and tasked by ASM/SSM Mons.

Requirements:

  • Required Security Clearance: NATO Secret
  • Vocational training at a higher level in a relevant discipline, or equivalent/ a diploma of secondary education, with at least 5 years of post-related experience;
  • Extensive relevant police/ security/ counter-intelligence experience, with some supervisory responsibility, preferably in managing protective security, physical protective security (including Hostile Vehicle Mitigation), Security of Information, personnel security, Information Assurance (IA), Security Education, Force Protection;
  • Proven ability to communicate effectively orally and in writing, good briefing skills.
  • Sound experience with Microsoft Office applications;
  • Demonstrated organizational and administrative skills;
  • Desirable Experience and Education:
  • Trained and experienced in multi-national committees, working groups and conferences in a dynamic and changing environment;
  • Supervisory experience;
  • Attendance at the NATO Security Officers and Counter Terrorism Courses at the NATO School Oberammergau;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including SHAPE and ACT. Language Proficiency:
  • A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
  • NOTE: Most of the work of the NCI Agency is conducted in the English language.

  • Travel: - Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices;
  • May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
  • Professional Contacts:
  • Effective liaison with the NOS, Host Nation Security Services and AC CI.
  • Promoting, developing and maintaining professional relations with co-workers within the Agency, with staff in other NATO organizations occupants of the building, and with contacts from external bodies.
  • Supervisory/Guidance Duties:
  • The incumbent may give professional guidance to staff.
