POST CONTEXT/POST SUMMARY

During the initial establishment of NSATU (NATO Security Assistance and Training for Ukraine), the incumbent of this post is responsible to perform all duties and assume all responsibilities listed in the Principle Duties, and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context, the incumbent is responsible to review the Organizational Structure of NSATU, and identify and understand how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU matures as an organization, and especially as SOPs and processes are established, the incumbent will be responsible for the regular refinement of this post context.

PRINCIPAL DUTIES

The incumbent is responsible for a wide range of managerial duties, including the supervision and coordination of multiple personnel across various work types, including military, government civilians, and contractors. This role involves directing and controlling the work of others to ensure that objectives are met efficiently and effectively. The incumbent will manage and oversee financial responsibilities, which may include budgeting, financial planning, and resource allocation. They must ensure that all financial activities comply with organizational policies and contribute to the overall mission success. Additionally, the incumbent will be responsible for managing technical resources, ensuring that all equipment and technology are utilized optimally and maintained in good working condition. The role requires strong leadership skills to manage diverse teams, fostering a collaborative and productive work environment. The incumbent must be adept at providing clear guidance, setting performance standards, and evaluating outcomes. They will also be responsible for developing and implementing training programs to enhance team capabilities and ensure readiness. In summary, the incumbent’s managerial responsibilities encompass financial oversight, technical resource management, and the supervision of personnel from various backgrounds, ensuring that all aspects of the mission are executed with excellence and precision.

The incumbent’s duties are : to act as the tactical/operational/strategic linkage between NSATU and SHAPE, and to provide all necessary support to his/her NSATU DoM counterpart in performance of their duties.

The incumbent may be required to perform like duties elsewhere within the organisation as directed. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NSATU reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. The work is normally performed in a Normal NATO office working environment.

ESSENTIAL QUALIFICATIONS

  • The overall financial management, control and stewardship of the IT assets and resources used in the provision of IT services, including the identification of materials and energy costs, ensuring compliance with all governance, legal and regulatory requirements.
  • Develops financial planning processes and standards to support execution of business strategy and promotes adoption and adherence. Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of IT resources and services, including the definition of cost models and charging models. Sets, negotiates, agrees and manages all financial budgets and targets, ensuring that there is adequate funding for all IT targets and plans, especially to meet development and capacity needs. Analyses actual expenditure, explains variances, and determines options in use of available budget to meet real needs. Assesses financial performance and instigates required improvements.
  • Minimum 1 year of experience within a Staff role at a national/multinational HQ.
  • Good communication skills (orally and in writing) with sense of diplomacy.
  • At least 6 years of experience in Financial Procedures (Disbursement/Contracting/Accounting or Financial Planning & Budgeting)
  • Degree in Accountancy.

NATO Grade: G15

Basic Monthly Salary: €6,467.30, tax free
