Manuchar’s trading activities cover chemicals, steel, plastics, pharmaceuticals, wood, spare parts, paper and cement. In its chemical distribution the company covers the end-to-end supply chain, including sourcing, maritime transport, local warehousing, transportation & sales.
The entrepreneurial spirit has grown Manuchar’s annual revenues to over 1.5 billion dollars. But what makes the company special is its local knowledge of emerging markets. 2. THE ROLE
1. Purpose of the position
The Global IT Governance Manager has an enormous impact in the development and growth of the Global IT organizationand the current digitization of Manuchar . He/She will be responsible for designing, applying and leading the definition of policies, processes, strategies, standards, and guidelines, so that IT can ensure helping the business to meet its objectives and while encouraging an environment of continuous improvement. He/she will thus be responsible for the quality level of Manuchar’s IT services.
2. Reporting
The Global IT Governance Manager / CISO reports directly to the Chief Information Officer (CIO).
3. Tasks and responsibilities
- Together with the CIO and the Enterprise Architect you will determine the objectives for IT. These objectives will define the purpose of IT and describe how this purpose will be fulfilled for the global IT organization of Manuchar. They are included in the IT vision and mission statements and implemented using the strategic IT plan. You will work closely together with stakeholders up to C-level in the organization (e.g. COO).
- You will design and implement a uniform global IT governance framework. The framework includes the objectives for IT, governance principles, policies, IT governance roles and responsibilities, and processes. The framework must be aligned with the Manuchar’s wider governance responsibilities and support the achievement of the company’s goals and strategic objectives. Frameworks should, wherever possible, attempt to utilize industry standards and best practices such as COBIT. The framework should be regularly reviewed and updated as required.
- You build IT governance in such a way that the organization is able to absorb it appropriately. Act slow to go fast. Create awareness and coalition.
- You will define the ethics of the IT organization(based on morals and values). They define the rules or standards that will shape how Manuchar’s IT staff at all levels conduct themselves within the organization and what behaviors are expected from them.
- Together with the CIO you will create the culture of the IT organization. The culture drives how Manuchar’s IT staff interacts with each other and with those outside IT. Cultural change does not just happen; it has to be led and nurtured by those at the top of IT. The willingness of people to be ‘governed’ and to support the IT governance system is at the heart of an effective governance culture.
- You will develop and train the IT organization to speak the language of business so they can see how their decisions impact Manuchar’s ability to quickly meet its business vision.
- You will ensure compliance. This is your ongoing governance responsibility. It aims to ensure that IT continually meets any regulatory, statutory, and legal obligations, supports the organization’s objectives while working within the defined ethical and cultural framework, and follows the IT governance framework. Manuchar’s compliance also includes checking that the IT governance roles and responsibilities are still relevant.
- You will establish and deploy the ICT quality policy, organize and provide quality training, provide managers with quality performance indicators, perform quality audits, organize customer satisfaction surveys, assist project team members to build and perform project quality plans and review quality measures and recommend enhancements to influence continuous quality improvement.
- You will set-up up basic enterprise IT risk management and (cyber) information security framework/methodology, including all information security activities. Once the basis is in place, a CISO will be recruitedwho will report to the IT Governance Manager.
- You will prepare audits, set-up external partnershipsto support where necessary. In a later stage a Partner Manager will be recruitedwho will report to the ICT Governance Manager.
Some current IT challenges:
- Develop/Implement a new global transactional management system for trading.(back-to-back transactions, logistics & document tracking, transaction-profitability tracking and risk/controls compliance (credit, goods-releases, …)).
- Using and integrating more in shipping market-places and/or booking platforms.( integration 3rd parties via API’s) to create strategic competitive advantage in trading and intercontinental logistics.
- Improving bank-line management and information exchange/platforms banks.
- Integration and Orchestration Rolling out RPA to facilitate/reduce manual processing (part not replaceable with API)
- Implementing solutions for price tracking of commodities & buying decisions.
- Eliminate reprocessing between countries/units.
- Further developstate-of-the art analytics and BI-reporting (in Azure, with data bricks, data lake, data warehouse, Power BI,...) throughout the organization for fact-based decision taking, real-time reporting towards customers, global status interactions customers, advanced predictions,...

4. Reason for the job opening
This is a new rolein the organization! The role must bring IT vision and clear an uniform global IT governance to assure the right IT framework and culture to support the global digitization of Manuchar.
5. Expectations first 3-6-12 months
- 3 months: Full assessment and understanding of the IT landscape and current processes, the teams and the business/IT priorities. Mapping the “as is”.
- 3/6 months: Getting involved in the IT decision making. First high-level attempt to the “to be” for the IT Governance.
- After 1 year: By the end of the first year, you will have implemented and published the basic 6 to 7 ITIL principles and trained employees + you will already have some clear process for licenses and policies in place.
