  • Participate to the evolution of the Institution’s IT Network Infrastructure
  • Design infrastructure on the basis of the requirements exposed in the workplan or expressed by the system owners and/or project managers
  • Participate to the drafting or review of proposals for IT architecture governance and organisational evolution, aiming at improving the service delivery and to streamline technical activities
  • Review, investigate and recommend IT solutions (including cost/benefit analyses, assessment of implementation’s duration); contributes/evaluates technical solutions proposed by the Instituion contractors;
  • Support projects by contributing to the design of networking services and components, encouraging re-use and ensuring that the system design fulfils the requirements, in particular IT technical requirements (volume, scalability, confidentiality, integrity, availability);
  • Follow up infrastructure projects to control that the systems, components and/or services’ implementation stick to the approved design.
  • Ensure that infrastructure requirements expressed by the xDEV are in line with the standards of the Institution;
  • Support the continuity of the Institution operation by supervising the management of the network and network security by the contractors in all areas (configuration, event, incident, change, problem, knowledge, continuity …). Understand, apply and suggest improvements of the Institution methodology, security policies, tools, best practices, etc.. Supervises the analysis of complex technical problems
  • Smooth execution of project test and release processes, proactively proposes improvements and record them in a CSIP perspective;
  • Supervise the Institution contractors and other Commission services for release and change management related tasks/activities;
  • Supervise the projects follow up and reporting to ensure timely set up of required infrastructure;
  • Identify and anticipates design flaws and infrastructure needs not overseen by the development teams;
  • Ensure the adequacy and accessibility of the appropriate documentations to the relevant actors.
  • Overseeing Infrastructure evolution projects beyond the technical expert role: acting as the Institution’s coordinator in charge of the activities expressed above, or being the backup of the main PM
  • Manage and follow up technical projects; enforce the delivery of the project(s) according to the agreed schedule, with the expected quality and with the resources provided
  • Set up and enforce the respect of organisation, procedures and project office tasks, raising warnings in case of non-respect of these
  • Structure the information in ways that are appropriate to the target audience
  • Produce and/or review documents; follow-up document revision with an eye on project schedule and deadlines
  • Provide suggestions for service or methodology improvements; escalate issues, in particular the ones with potential impacts on time or resources
Qualifications
  • Bachelor Degree
  • 13 years experience in the architecture and/or project management of IT infrastructure-related projects, out of which 4 years minimum in the specific area of LAN and WAN networking technologies, processes and projects, matured in complex and structured organisation with outsourced services and proven with practical activities
  • Good knowledge of IT infrastructure related technologies, such as storage, virtualisation, operating systems, systems management
  • Ability to produce and review architectural documents, minutes, business cases, vision documents, service level agreements, terms of collaboration, planning schedules, etc.
  • Experience in project coordination, preferably involving a recognised methodology, such as Prince2, PMIBOK, PM2
  • Experience with vmware server virtualization technologies, enterprise storage technologies ( preferably Hitachi HDS);
  • Proven knowledge and experience with Cisco Nexus, hyperconverged, Cisco aci, algosec,checkpoint firewalls, juniper (ssg, netscreen and srx) firewalls, Cisco network management tools. Certification is a definite asset.
  • Proven experience in infrastructure security
  • Technical knowledge of the European Commission standard IT products and technologies
  • Knowledge of ITIL, COBIT or other IT organisational related frameworks; knowledge of basic IT processes in particular Service Management and Operations
  • Knowledge of Databases, Virtualisation, Middleware and application development would be a valuable asset
  • Experience with Oracle database and weblogic is an asset
  • Experience in a public administration is an asset
  • Possession of a recognised certificate in project management is an asset
