Staff Officer (Concepts and Plans Development)
- Working Location:Mons, Belgium
- Security Clearance:NATO Secret / SC
- Language:High proficiency level in English language
EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
· University graduate or Higher Secondary education level in IT, accounting, finance, management, business administration, public administration or related discipline, along with advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience
· Performed an extensive range and variety of complex CIS technical and/or professional work activities and responsibilities in a variety of contexts
· Knowledge about region’s culture where NATO military forces and DCIS capabilities are to be employed
· ITIL Foundation knowledge
· Risk Management foundation certification (any standard)
· Recognized project management certification at foundation level (Any standard of Prince2, IPMA, Agile)
· Technical certification or certificates on network, server and transmission equipment used within military HQ environment (SATCOM, DLOS, HF radio)
· Organizational change management certification (any standard)
· Experience relative to the required duties and to (CIS) Project management or requirement analysis
· Previous Staff experience at large military or governmental organization or major private companies
· Operational experience of utilizing NATO Deployable IT doctrine, policies and processes (AJP-6 Allied Doctrine for CIS)
· Experience with organizational change management, Lean management and strategic management
· Activities that conduct strategic requirement analysis, and include co-ordination of policy with external entities and agencies
· An IT background with a wide experience within network administration, transmission (SATCOM), server administration and service management in a preferable deployable environment
· Experience with IT and physical security policies and practices

Desirable Qualifications/Experience:
- Experience in NATO working environment or other international organisations
- Communication and information system qualification with previous experience in a signal unit operations staff or IT civilian entity
- Experience with coordinating staff work of a CIS organization, or working experience in a CIS Office of an international organization or military Headquarters, or private IT company
- Experience with development of deployable IT doctrine and procedure
- Experience in strategic management
- Experience in Lean management
- ITIL Intermediate certifications
- Risk Management practitioner certification
- Recognized project management certification at practitioner level
- NATO Deployable IT systems courses
- NATO INFOSEC and Security courses
- NATO Service Management courses
DUTIES/ROLE
- Responsible for the development of NCISG internal Concepts and Plans, and the contribution to ACO directives and concepts
- Analyse and execute the direction from the Branch Head Concepts and Policy Development and the section Head Policy and Requirements
- Develop reports, advice and agreed NATO CIS Group position as input to NATO to contribute to the development of policy, Deployable CIS (DCIS) requirement analysis and guidance issues
- Co-ordinate the translation of all related HQs requirement into a high-level communications and information systems architecture (NATO CIS Overarching Architecture)
- Support the continuously review and adjustment of DCIS requirements to adapt to changing circumstances, organizational priorities and to introduce tailored best practice
- Track external activities, as needed, to restore or improve CIS capabilities on a long-term perspective, such as general user requirements and ACO’s operational concepts
- Liaise with NATO HQ, C&I Agency, SCs, host nations, etc. in policy and requirement issues
- Developing recommendations for new and revised NCISG management policies and performance standards in co-ordination with SHAPE divisions and subordinate commands
- Monitor NATO policy to ensure NCISG’s planning compliance
- Identify, assess and contribute to changes in NATO Policy with significance to NATO CIS group, and lead the development of necessary adaptations to NATO CIS group policy and processes, including their documentation and publication
- Contribute to the provision to ACO of a high-level long-term common operational picture, including NATO CIS group capabilities, high-level user requirements and NCIA service provision
- Contribute to the development of NATO CIS Group policy concepts and guidance issues, NATO CIS Group CONOPS and Operating Instructions
- Develop guidelines for operational planning and related concepts and directives
- Facilitate collaboration between stakeholders who have diverse or share common DCIS objectives
- Take all requirements into account when making proposals, assessing and evaluating risk
