• OVERALL PROJECT SCOPE
• 1.1.Command and Control (C2) Service Line have a requirement for subject matter experts to be embedded with a team of NCI Agency staff in support of the NATO HQ (NHQ) C3 Staff (C3S) Program of Work (POW) 2021.
• The consultants will work offsite and regularly coordinate their efforts with the team using the Agile/Sprint procedures already established.
• This requires both face-to-face meetings and remote tele- or video-conferences.
• The expertise is focussed on:
• the development and validation of the C2 FFT tool-set concept demonstrator requirements, architectural products and technical specifications;
• Providing technical support for further development and bug solving of the “FFT OPTASK tool” concept demonstrator.
• Providing technical support for development of the container infrastructure for the “Friendly Force Tracking (FFT) Remote Access Testing Environment” (FRATE) concept demonstrator.
• Other related areas will be the technical input and implementation of measures to strengthen the FFT tool-set security.
• This expertise is required to supplement the current level of expertise within the C2 SL, therefore the consultants must be ready to quickly integrate with the current team and take up duties.
• The work required will be based on submitted Delivery Acceptance Sheets indicating the effort completed for each of deliverables as defined below.
• A request for available staff has not been successful in this request for consultancy support.
• 2. TASKS FOR ENGINEERING SERVICE
• 2.1.The following requirements have been identified to provide technical support for the NHQ C3S POW 2021. 2.2.FRATE framework design support
• 2.2.1. Background NHQ C3S and the FFT CaT requested NCIA to research the possibility to provide together with the ADatP-36 standard a set of tools to validate the message exchanged and the implementation of the standard. NCIA started the designed and developed a standalone FFT Test Tool and now NCIA has been requested to research the possibility to offer this tool as a network service to the ADatP-36 implementer
• 2.2.2. Requested activities To support this research the consultants should (best effort):
• a) Provide expert support to NCI Agency for the design of FRATE architecture in the area of the tool to national system connection security.
• 2.3.FFT network designer Tool concept demonstrators
• 2.3.1. Background NHQ C3S and the FFT CaT requested NCIA to research tools to support and simplify the FFT network design process and to provide a concept demonstrator.
• In response to the request, NCIA designed and developed a standalone “FFT network designer” tool set. NCIA need support to further develop this concept demonstrator to demo it at the STCO22 and at CWIX22 exercises.
• 2.3.2. Requested activities To support this activity:
• a) The consultants shall participate to the design and development of the “FFT network designer” tool improvements, advancing the following objectives:
• i) Improve the tool usability
• ii) Solve the identified bugs
• iii) Define and implement algorithms to support the user in the FFT network design.
• b) The consultants should support the refinement of the FMN process for the FFT information collect and the FFT network design.
• Contributing as subject matter experts in these areas requires a depth and breadth of knowledge in the NATO FFT capabilities within the NATO Command Structure as well as the wider national FFT development and technologies.
• c) The consultant attendance at coordination meetings and exercise venues may be requested.
• d) The consultants shall offer:
• i) Expert-level support for the solution of open bugs in the FFT OPTASK tool identified as listed and prioritized on the NCIA NSF JIRA.
• ii) Expert-level support for the identification of improvements to the tools, satisfy the user requirements and implementation of the improvements.
• iii) Expert-level support for the identification of the tool security weakness, identification of the corrective actions and implementation of the corrective actions.
• iv) Expert level support in the development of the FFT OPTASK tool code making it suitable for NCIA accreditation.
• 2.5.Deliverables
• 2.5.1. Deliverables:
• a) FFT network designer Tool concept demonstrator:
• a) Source code documented and stored on NSF in line with the NCIA requirements;
• b) MS Windows and Linux installer;
• c) release bulletin
• d) installation manual
• 2.5.2. All deliverables are to be peer reviewed within the deliverable cycle.
• Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.
• 2.5.3. The expected classification level of the deliverables is NATO UNCLASSIFIED. However, in some particular circumstances it might be decided that a part of the deliverables will be classified as NATO RESTRICTED.
• 2.5.4. The execution of duties may require the consultants to access information, as well as CIS systems, classified up to NATO SECRET.
• 2.5.5. The consultants will be required to provide technical support to the NCI Agency team on an ad hoc basis throughout the contract period.
• 3. PAYMENT SCHEDULE
• 3.1.This requirement is for the delivery of the products identified in Section 2.5.
• Payment will be provided based on these deliveries as indicated in the following table:

• 3.2.Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex C) signed by the project authority.
• 4. SECURITY CLEARANCE
• 4.1.The duties of the consultants require a valid NATO SECRET security clearance.
• 5. PERIOD OF PERFORMANCE
• 5.1.The personnel are required for the period up to 31 December 2021.
• 6. TERMS
• 6.1.This is a Completion contract requiring consultants with complementary skills to complete the work.
• 6.2.This requirement may be updated for an increased level of effort and/or for additional deliverables prior to the completion of this contract if other tasks are exercised under the POW.
• 6.3.Work on the contract will be performed off-site at the consultant’s own office. Office space and computer equipment will be provided at NCI Agency-NL for access during scheduled visits for the duration of this contract; contractor is responsible for office space and computer equipment at their own facilities.
• 6.4.Extraordinary travel (Purchaser Directed Travel) may be required to other NATO or non-NATO locations as necessary so agility must be maintained.
• Requested travel to other NATO sites will be subject to NCIA Admin Directive 14.03 Travel on Official Duty.
• 6.5.NATO will retain the intellectual property rights for all products developed in relation to this project.

Requirements:

• Required Security Clearance: NATO SECRET
• 2.4.Specific Expertise Required: The following expertise and knowledge is essential for this requirement:
• a) Expert knowledge of NATO FFT specifications ADatP-36, related profiles and emerging standards;
• b) Expert knowledge of the FMN FFT information management processes;
• c) Expert knowledge of the NATO C3 Policies, including the Data Management Policy
• d) Knowledge of methods and mechanisms to resolve security label translation/mapping between NATO and NATO national systems;
• e) Familiarity with NATO organisational and political structures (especially NHQC3S, ACT HQ. ACO HQ and NCI Agency) and relationships with NATO and Partner nations;
• f) Ability to independently produce and edit technical documentation and scientific reports in English;
• g) Excellent communications skills;
