Chapter lead HR Data, Systems and reporting

[Indefinite duration, Brussels]


Your role & work environment

As a Chapter Leadwithin HR you will contribute to the definition and execution of the HR strategy for Data & System Management and Reporting (in line with local needs and Global guidelines). Although part of People Services, the team not only supports the operational part of HR, but also the Centres of Expertise and the HR Business Partners in their activities. As a chapter lead you are responsible for the correct application of the ING standards and policies with regards to IT Risk & Security Management, Data Management, IT Asset Management, User Access Management, … for the entire HR activities. You manage a team of experts in multiple disciplines, whom you support and coach where needed and who themselves support the business and HR in creating transparent employee journeys, an attractive reward package, opportunities for craftmanship in a risk & data quality-controlled environment. As part of the People Services leadership team, you look for opportunities to become a more efficient and effective operational department.


Your key responsibilities

As Chapter Lead HR Data, Systems and Reporting

  • You manage a team of experts, with different levels of maturity, whom you assist and coach in their day-to-day activities as well as in their personal development

With the help of the team, you manage all HR (both inhouse and third party) applications in close consultation with HR CoE’s, HR Global People Services, local IT and Group IT by:

  • defining a strategy in line with local (CLA-related) needs and HR Global guidelines
  • delivering requirements management for all changes
  • defining test strategies and execution
  • taking up incident management
  • keeping IT Risk & Security management under control
  • performing all (centralized) UAM activities for HR
  • You make sure the team monitors all Risk & Security related activities for HR and keep the HR risk score within ING’s risk appetite in close consultation with local IT, IRM, ORM & Compliance
  • You and your team support business lines and departments in their reorganizations by making sure the HR structure set-up represents the business reality in close consultation with HR BP’s, HR HIT’s and business project leads

  • You ensure all Data Management & Compliance activities for HR are managed in close consultation with local and global HR Data management & Compliance by:
    • defining and updating the GDPR & compliance policies applicable at HR (in close consultation with HR Legal, the HR data Steward and ING’ Compliance department)
    • defining and implementing a data deletion policy
    • managing data breaches
    • keeping all data related activities up-to-date (End User Computing, User Managed Data, update of RoPA’s, perform Transfer Impact Assessments)
    • aligning with and executing all data requirements by HR Global (functional mapping, monthly & yearly reporting)
  • You support the HR reporting team in:
    • defining a strategy for reporting within the needs of ING Belgium and the guidelines of HR Global
    • developing & maintaining legal reporting for the legal entities ING Be, FMB and ING Lease
    • developing & maintaining local operational & management reporting
  • You are a main stakeholder and driver in the upcoming transformation program towards a global core HR application aligned with ING Group.

As a Chapter Lead HR Data, Systems and Reporting you will also need:

  • A background in (HR) data & change management, preferably involving IT-implementations
  • An excellent communicator with strong analytical skills, a flexible team player, strong in translating business language into data and change requirements.
  • Fluent in Dutch or French AND English, both in speaking and writing
  • Eager to deep dive into Risk and GDPR
  • People management experience
  • A master’s degree with at least 7 years of experience
