Who We Are Supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The NATO Chief Information Officer (CIO) function ensures Information and Communications Technology (ICT) coherence across NATO Enterprise’s 50+ civil and military bodies, serving over 25,000 users. Empowered to realize the Allies’ vision for the NATO Enterprise, the NATO CIO is accountable to the Secretary General and responsible for developing NATO Enterprise directives and advising on the acquisition and use of information technologies and services. The mission of the OCIO is to bring coherence to the NATO Enterprise through a secure, collaborative, and integrated set of CIS capabilities and ICT services.

In the context of NATO’s Digital Transformation, the OCIO plays a critical role in aligning efforts to achieve NATO’s Digital Transformation Strategic Outcomes across the NATO Enterprise. This includes significant collaboration with the NATO Enterprise stakeholders, both military and civilian, to monitor and report on the NATO Enterprise Digital Transformation Action Plan (NEDTAP) and its programmes, projects, and initiatives for coherency and strategic alignment. To achieve that, OCIO, together with the NATO Enterprise stakeholders, is implementing Digital Transformation Portfolio management approach.

Role Duties And Responsibilities

  • Support the implementation of the Portfolio Management approach for NATO’s Digital Transformation journey, including implementation of the NATO’s Digital Transformation portfolio platform.
  • Coordination and administration aspects of the Digital Transformation portfolio managed by the Portfolio Manager for Digital Transformation.
  • Support organization of conferences, workshops and meetings related to the Digital Transformation portfolio.
  • Liaison and engagement with NATO Enterprise stakeholders on the Digital Transformation topics;
  • Support the Portfolio Officer with project management activities, as required, by tracking project progress, manage timelines and coordinate deliverables,
  • Identify opportunities for internal processes optimization and improvement,
  • Preparation of status reports, presentations and briefings as required.

Deliverables

  • Update and maintenance of various databases in coordination with relevant stakeholders;
  • Coordination of updates and maintenance of the DT Portfolio Management platform, in coordination with relevant stakeholders;
  • Communication with stakeholders, meeting reports as required;
  • Drafts of reports and briefings, speaking notes, presentations and visuals, in coordination with the supervisor and the other colleagues from the OCIO team;

Essential Skills And Experience

  • Minimum 3 years’ experience in the domains Project, Program or Portfolio Management (P3M);
  • Awareness of Digital Transformation domains and their challenges;
  • Experience working with stakeholders in different domains, functions and organisational levels;
  • Experience liaising with various stakeholders, including ability to maintain effective working relationships;
  • Proven experience in organizing workshops/conferences and conducting meetings and presentations;
  • Analytic skills, including the ability to communicate clearly and advanced in English;
  • Good social awareness and experience of dealing with international cultures.

Education

  • At least Bachelor level in Communications, Public Administration, Business Management and Policy or related areas.
  • Recognized P3M qualification, such as MoP, Prince 2, PMBOK, PMP, etc.
  • Knowledge of Service Management including ITIL 3 and/or 4;
  • Knowledge and experience with Organisational Change Management (CM) frameworks;

Language Proficiency

  • Business English or French and beginner knowledge of the other

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
