We are hiring a Technology Expert in a business domain for our prestigious partner DIGIT TM (DG Informatics) in Brussels. DIGIT-TM is a contract from the European Commission for IT services across Europe.

Main Responsibilities
Nature of the tasks
  • Provision of expert advice and assistance, technology watch, evaluation studies, architectural considerations, applicable standards, solution patterns and best practices in the specific areas of ICT described in point 3.
  • Provision of quality management plans, quality assessments, quality control evaluations and service level agreements associated with information system services or projects.
  • Business processes analysis form a technological perspective, in terms of technology
impact and reengineering possibilities.
  • Assistance in the implementation of ICT related methodologies.
  • Provision of security studies, security assessments and other specific security matters.
  • Elaboration of functional and non-functional requirements and business case analysis related to the area of expertise.
  • Provision of expertise in digital administration in the context of the work of DG REFORM on policy making on public administration and in particular elaboration of vision documents regarding public administrations digital transformation.
  • Risk analysis.
  • Review of information systems enterprise architectures and provision of advice for their future evolution.
  • Provision of technical evaluations and audit reports in relation with information systems.
  • Provide any additional support to the work of the unit on project management and support to reform in member states.
Successful Candidate

Knowledge and skills

Deep knowledge in one or more domains of knowledge required for the function, e.g.:
  • knowledge of ICT technologies in general with particular focus on state of the art and emergent technologies, like artificial intelligence, blockchain, cloud computing, etc.
  • business process reengineering,
  • quality management and control,
  • security with special focus on cybersecurity,
  • enterprise architecture,
  • ICT infrastructure,
  • project management, business process management and co-creation/co-design methodologies,
  • capability to write clear and structured technical documents,
  • very good communication skills,
  • capability of working in an international/multicultural environment.
Business expertise areas
Knowledge of the following areas would be considered a plus for the candidate:
  • Revenue Administration & Public Financial Management.
o The ideal candidate will be an IT professional, knowledgeable in the digital transformation of revenue administration and public financial management.
  • Sustainable Growth & Business Environment.
o The ideal candidate will be an IT professional, knowledgeable in the area of digital economy with sound knowledge of IT industry trends (e.g. real time economy).
  • Labour Market, Education, Health & Social Services.
o The ideal candidate will have a general knowledge of health systems andpublic health, and/or of the education sector, in particular the digital transformation of the education sector.
  • Financial Sector & Access to Finance.
o The ideal candidate will have a general knowledge of the financial sector and be aware of the most important risks inherent to its activities.
Specific examples of needs in these policy areas are described in more details in the Annex.
The expert may be also called upon provision of services in the area of:
  • Governance & Public Administration.
o The ideal candidate will be an IT professional, knowledgeable in the area of eGovernment and digital public administration.
The candidate should have strong analytical skills and be able to conceptualise problems, as
well as identify solutions.
