Introduction:
Under the supervision of the Deployable SATCOM Service Delivery Manager, but largely under own initiative, the consultant will perform duties as a Deployable SATCOM Engineer responsible for lifecycle maintenance activities. The Expert will serve as the primary Level 3 Support Engineer representing Network Services and IT Infrastructure Satellite Communications (NSII SATCOM) for all NSII SATCOM transmission services (High Frequency (HF), Deployable Line-of-Sight (DLOS), Tactical Satellite (TACSAT), Super High Frequency (SHF) SATCOM, Advanced SATCOM Network Monitoring and Control (ASNMC), Electronic Protective Measures Modem System (EMS), etc.) to the Deployable Communications and Information Systems (DCIS) group and NATO CIS Group (NCISG) in support of the Service Level Agreement (SLA).
Skills, knowledge, experience required:
- A university degree in electrical and/or electronics engineering, telecommunications or a related discipline with 4 years’ post-related experience;
- OR higher secondary education and completed advanced vocational/military training in such discipline leading to a professional qualification or professional accreditation (military rank, position, and experience applies) with 5 years’ post-related and 2 years’ function-related experience;
- Sound experience in managing through-life support (spares provisioning, maintenance scheduling, training development, outage coordination) for complex transportable SHF SATCOM systems including:
- Radio frequency (RF) chains, management, and control software;
- Network subsystems;
- Environmental controls and power generation and distribution subsystems;
- DLOS wireless communications (VHF, NATO IV band);
- TACSAT Communications (Ultra High Frequency – UHF);
- Beyond Line-of-Sight (BLOS) radio communications equipment (HF);
- Experience with developing workflows, asset types, preventive maintenance activities, and import/export of databases using the Obor Digital Zeus asset management suite;
- Service delivery-level knowledge of:
- SATCOM modems with transmission security (TRANSEC);
- Electronic protected modems (EPMs);
- Cryptographic equipment;
- Routers;
- Switches;
- Experience in the area of defense software and hardware systems life support and management;
- Ability to:
- Read, analyze, and comment on developmental documents;
- Write related SOPs and maintenance support documents;
- Experience in applying information technologies in industry, government, and/or defense organizations;
- Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills and an appropriate level of maturity in a customer-facing role;
- Thorough knowledge of English, both written and spoken.
- Developing and maintaining service delivery (preventive maintenance) and project upgrade schedules;
- Developing and maintaining DCIS Service Configuration Management Plans (CMP);
- Implementing Obor Digital Zeus software;
- Developing Product Baseline database and coordinating upgrade and software support activities;
- Attending meetings to discuss support to external maintenance elements;
- Attending customer meetings to discuss service delivery, coordinate project and maintenance schedule and provide timely updates;
- Providing feedback and participating in solution development to support quality improvement processes;
- Coordinating:
- All maintenance-related scheduling and deconfliction issues with external contractors and the CIS Sustainment Support Centre (CSSC);
- Service transition from project to operations;
- Testing, evaluation, and acceptance of project deliverables;
- Security accreditation testing and evaluation to insure readiness;
- Organization of NSII information and knowledge contributions with DCIS Information and Knowledge Management (IKM);
- Change management activities and documentation (tech notes, training, diagrams, etc.);
- Managing allocation and tracking of spares for external maintenance activities;
- Serving as a primary Point of Contact within NSII for all NSII Transmission Service ITSM-related activities, including service group development, triage for incident trouble tickets, and service/change requests (authorized service interruptions, configuration changes, etc.);
- Assigning tickets to appropriate resolution group, tracking ticket closure performance as well as SLA compliance.
