  • SUMMARY
The Emerging Security Challenges Division (ESCD) provides a coordinated approach for NATO to the challenges of the 21 st century. It serves as the NATO HQ’s focal point for cyber defence, countering hybrid threats, energy security, counter-terrorism, data science, innovation, and climate security. The Division also promotes cooperation on these challenges through a variety of programmes, within NATO, with partner nations and with other International Organisations, as appropriate.The Counter Terrorism Section coordinates Counter Terrorism (CT) related efforts across the Alliance. The team provides relevant policy guidance and support to Allies and seeks to enhance NATO’s dialogue and practical cooperation on CT related issues with International Organisations and partner countries.The incumbent supports CT related policy and capability development activities to implement the Action Plan on Enhancing NATO’s Role in the International Community’s Fight against Terrorism. Reporting to the Head of the CT section, the incumbent conducts programme management functions for the Defence Against Terrorism Programme of Work (DAT POW) and Voluntary National Contribution Fund (VNCF). S/he facilitates Alliance capability development to provide innovative responses to asymmetric threats, fostering multinational cooperation and improved interoperability. S/he monitors emerging asymmetric and technical threats and technology and/or doctrinal responses. S/he provides committee secretarial duties for the NATO Technical Exploitation Group (NTEG) and, in conjunction with the Joint Intelligence and Security Division (JISD), for the NATO Biometrics Programme Coordination Group/Human Network Analysis and Support to Targeting Working Group (NBPCG/HNAT).Due to the cross-functional and politico-military nature of much of the work, s/he develops and maintains strong ties with a wide stakeholder community in Nations and NATO, particularly the International Staff, International Military Staff, Bi-Strategic Commands, Political Committee, Conference of National Armaments Directors (CNAD) and NATO intelligence community.
  • QUALIFICATIONS AND EXPERIENCE
EssentialThe incumbent must:
  • hold a university degree from an institute of recognised standing or equivalent qualification in a relevant field for this position;
  • possess at least 6 years of relevant experience;
  • have previous experience working in a dynamic environment with diverse stakeholders;
  • have strong communication and drafting skills;
  • possess programme management skills, experience in multinational programmes and demonstrated success in leading multinational cooperative activities;
  • have a good knowledge of NATO and/or national counter-terrorism policy and policy-related issues;
  • have a good knowledge of security and military affairs including policy and doctrine relevant to counter-terrorism and asymmetric challenges ;
  • have a good knowledge of NATO civilian and military bodies involved in counter-terrorism and countering asymmetric threats;
  • possess the following minimum levels in the official languages of NATO (English/French): V (“Advanced”) in one and I (“Beginner”) in the other;
  • be willing to travel and to work outside normal office hours.
DESIRABLEThe following would be considered an advantage:
  • a strong background in the development and procurement of military systems relevant to counter-terrorism and asymmetric challenges ;
  • broad knowledge of armaments planning matters and how they relate to other planning disciplines within the NATO Defence Planning framework;
  • knowledge of NATO and/or national military intelligence policies, structures and issues related to counter-terrorism and asymmetrical challenges.
  • MAIN ACCOUNTABILITIE S
Policy DevelopmentContribute to the development of politico-military guidance, policy, concepts and doctrines on counter-terrorism matters.Participate in the further elaboration, updates and implementation of NATO’s CT policy. Facilitate the development of plans/concepts, procedures and policies for development of counter-terrorism capabilities, as well as other related - initiatives.Project ManagementEnsure DAT POW and VNCF Programmes are managed in a manner consistent with and in support of NATO counter-terrorism policy guidelines, the Counter-terrorism Action Plan and NATO financial regulations. Evaluate programmes through the inspection of activities, site visits and the analysis of results and propose improvements to the programmes as necessary. Develop and manage projects under these programmes and promote the research, development, demonstration and testing of technologies and concepts and any related capabilities in support of the initiatives.Stakeholder ManagementEnsure effective coordination amongst NATO divisions and staffs and cultivate a network of stakeholders in nations, NATO Military Authorities and agencies. Manage Section relations with other Divisions and Committees, in particular the Defence Investment Division and CNAD, to ensure stability of the DAT POW and VNCF. Liaise with relevant Centres of Excellence, monitor the work of other groups involved in related activities and cooperate with them as appropriate.Financial ManagementManage significant financial resources for on-going and planned programmatic activity using available mechanisms, such as common, joint or multinational funding. Work closely with Divisional Budget Officer to m onitor NATO financial policy and regulations and advise the Section regarding their impact on programmes supporting CT. Recommend appropriate allocation of resources in support of programmatic activities.Expertise DevelopmentDevelop expertise on CT and related defence policies, strategies and cooperation matters as assigned. Keep abreast of the latest technological and operational developments in his/her areas of responsibility and make recommendations for their application. Draft reports of a general and managerial nature for relevant committees and prepare and present report findings for a variety of audiences.Representation of the OrganizationBrief and lecture visiting groups, represent the Alliance at conferences, workshops and seminars, and present papers as directed. Prepare persuasive presentations aimed at influencing senior Alliance decision makers to support relevant programmes and achieve related milestones.Perform any other related duty as assigned.

The incumbent reports to the Head, Counter Terrorism Section. S/he works in close cooperation with other members of the Section, leveraging the programmes S/he manages to support the work of the entire section and collaborates closely with other groups and agencies, both internal and external to NATO that work in fields related to the work on CT.Direct reports: N/aIndirect reports: N/a

6. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.Contract clause applicable:In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
