Requirement Title: Building and Facilities Manager - Braine-l’Alleud
Buildings and Facilities section is responsible for keeping NCI Agency Braine-l’Alleud building and external site facilities and technical infrastructure operational 24/7 daily. Beyond and on top of standard building technical installation such as power supply / distribution, lighting, heating & air conditioning (HVAC) system, public address, fire safety, detection and monitoring system, Agency facilities in The Hague are equipped with Access Control, Closed-circuit television (CCTV), perimeter and internal building intrusion prevention & detection devices which are part of Agency security system.

Duties:
Under direction of Head of Facility Management & Planning, and Facility Manager Mons, you will perform duties such as:

  • Liaise and coordinate with local authorities, BEL-Ministry of Defence, including supporting political and decision making process within NATO;
  • Advise Facility Manager Mons, Head of Facility Management & Planning, Head of NES, and NCI Agency senior management in various issues relating to Facility Management and technical support services in Braine-l’Alleud;
  • Manage, coordinate and implement Operation and Maintenance activities for buildings & technical facilities and implementation of major maintenance projects in collaboration with Contractors;
  • Responsible for safe operation and maintenance of premises and installations to ensure safe and healthy working environment in line with Agency Health & Safety Directive and applicable local legislation, including ensuring safe delivery of work by contractors;
  • Overseeing, reviewing and managing contracts and providers for services including electricity, HVAC, security, parking, cleaning and catering;
  • Supervising multi-disciplinary teams of staff including cleaning, catering and technical maintenance;
  • Conducts and documents regular facilities inspections;
  • Checks completed work by contractors and service providers;
  • Ensuring that the necessary basic operational facilities, such as electricity, water, cooling and heating, are well-maintained and available;
  • Responsible for the allocation and management of space and parking within Interim Facility;
  • Helping/advising businesses to relocate to new offices;
  • Responsible for safe operation and maintenance of premises and installations to ensure safe and healthy working environment in line with Agency Health & Safety Directive and applicable local legislation, including ensuring safe delivery of work by contractors;
  • Ensuring that facilities meet government regulations and environmental, health and security standards
  • From Building Management perspective, provide advice, identify, plan and execute requirements resulting from ongoing NCI Agency Interim Facility Project building;
  • Provide the necessary data to develop business cases and cost effective solutions, including analysis of options of wide range and complicated technical facilities and systems;
  • Act as fund manager. Plan and manage the yearly Operation and Maintenance budget of Building and Facilities in Braine-l’Alleud and budgets allocated for renovation, upgrading, installation and construction projects.
  • Provide yearly budget requirement inputs for Financial Plan and provide justification for requested budget;
  • Responsible for personnel management of Braine-l’Alleud Building and Facilities Team;
  • Act as overall lead for all local NES staff
  • Ensure technical facilities support, aiming for a high degree of services and quality;
  • Deputize for higher grade staff;
  • The incumbent may be asked to support BFS activities in facilities located at Mons
  • Perform other duties as may be required.

Requirements:

  • Required Security Clearance: NATO Secret
  • Master’s degree in one of following preferred field (Facility Management, Electrical and Power Engineering or Civil Works) at nationally recognised/certified University and 5 years post related experience;
  • Or Bachelor’s degree in one of following preferred field (Facility Management, Electrical and Power Engineering or Civil Works) at nationally recognised/certified University and 7 years post related experience;
  • Or exceptionally, lack of university/college degree may be compensated by demonstration of candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 12 years extensive and progressive expertise in duties related to function of post;
  • 5+ years in field of Facility Management, Operation and Maintenance of buildings and technical facilities services;
  • Sound knowledge of building systems and technical installations/systems, i.e. power supply, electricity, lighting, HVAC; chilled water plant; heating plant, security systems and IT networks, etc.;
  • Knowledge and understanding of environmental protection, energy and utilities management and institutional policies related to environmental protection and energy usage and conservation;
  • Basic knowledge of electrical, heating and cooling control systems and software;
  • Awareness of environmental impact as it relates to chemicals used and fumes produced from custodial or maintenance activities;
  • Proven ability to supervise technical staff
  • Desirable Experience and Education:
  • - Construction management experience. Management of design & engineering, and construction of complex projects, including development and monitoring of project control mechanisms, cost negotiations, management of regulatory compliance and report drafting;
  • - Experience with use of CMMS (Computerised Maintenance Management Software) for maintenance planning and asset management;
  • - Basic knowledge of regulations for building construction in Belgium and SHAPE compound;
  • - ADP, Office suite;
  • - Knowledge of Belgian FPS ELSD regulations and ISO 9000 Standards;
  • - Prior experience of working in an international environment comprising both military and civilian elements;
  • - Knowledge of NATO responsibilities and organization, including ACO and ACT.
  • Language Proficiency:
  • - Thorough knowledge of one of two NATO languages (English / French), both written and spoken, is essential and some knowledge of other is desirable.
  • - Thorough knowledge of two Host Nation languages (French/Dutch) is desirable NOTE: Most work of NCI Agency is conducted in English
  • Professional Contacts:
  • You will be responsible for contact with:
  • - Landlord, BE-Ministry of Defence, BE-Ministry of Finance, SHAPE BSG, engineering consultants, contractors, manufacturers and suppliers/vendors in area of responsibility;
  • - You may be asked to represent NCI Agency, Head of Facility Management & Planning and/or Head of NES in assigned NATO committees, steering groups/boards, and NATO Infrastructure representation;
  • - Coordination and cooperation of Building & Facilities Section with other Sections of NES and with other organizational elements of Agency.
  • Supervisory/Guidance Duties:
  • - You will supervise, administer and give professional guidance and instructions to Braine-l’Alleud Buildings & Facilities staff.
