Your team
Within the Directorate European Civil-Military Aviation , the "Aviation Intelligence & Performance Review" service is responsible for leveraging EUROCONTROL data and analytical insights to promote Agency’s expertise and coordinating the activities of the Business Intelligence and Statistics service towards the achievement of the overall objectives of DECMA and achieving synergies.
Your role
Your role will be to:
- Develop, validate and maintain economic models and cost-benefit analyses for various aviation projects (e.g. SESAR).
- Collect, analyse and ensure availability of relevant data for the development of business cases and other economic analyses.
- Initiate and carry out improvements to Business Case tools and working methods.
- Develop reference and guidance material for cost-benefit analyses and business cases.
- Produce and present relevant analyses, reports and other documentation to internal and external stakeholders in support of business development and projects.
- Lead, facilitate and contribute to meetings, workshops, etc., as necessary, to gather inputs, develop and review economic and cost-benefit analyses.
- Carry out any other task in line with the main purpose of the job. and in the scope of the Aviation Intelligence Unit activities.
Required qualifications, experience & competencies
- Completed university studies of three years in a relevant domain (e.g. Economics, Business Management, Finance, Mathematics, Statistics, Economics & Engineering, etc).
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 2 years of relevant working experience.
- Experience and knowledge in conducting cost benefit analyses, business cases or economic modelling.
- Modelling skills in EXCEL and in other tools (e.g. Analytica, Tableau or similar tool).
- Software Engineering skills would be considered as an asset (e.g. testing tools, data validation across models, model versioning).
- English drafting and presentation skills.
- Understanding of air transport economics and trends would be an asset.
- Analytical thinking: applies methodical approach to complex information.
- Communication: fosters two-way communication.
- Planning & Organisation: plans ahead and adapts as required.
- Networking: maintains and expands effective networks.
- Team work: fosters teamwork.
- Customer focus: adapts services to respond to customer needs.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become basic users of French at level A1/A2 before the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
