NATO CIS Group is looking for a Health, Safety and Infrastructure Officer to perform the duties of NATO CIS Group Health & Safety & Infrastructure Officer, with responsibility for 25 units in 14 countries. GENERAL BACKGROUND:

The NATO CIS Group conducts CIS (NATO’s term for Information Technology) operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context/Post Summary

The post is located within the Command Group of NCISG HQ.

The incumbent performs as NATO CIS Group Health & Safety & Infrastructure Officer, with responsibility for 25 units in 14 countries.

Principal Duties

The incumbent’s duties are:

• To manage NATO CIS Group processes and procedures in accordance with the NATO CIS Group Health & Safety Policy aimed at ensuring NATO CIS Group departmental conformance with relevant Occupational Safety & Health (OSH) legislation and standards through:

- Acting as the Senior Specialist OSH Advisor to the NATO CIS Group Commander.

- Development of policy documents and programmes aimed at ensuring NATO CIS Group compliance with relevant laws, directives and standards regarding OSH.

- Act as principal internal OSH Auditor for NATO CIS Group and conduct periodic and ad hoc H&S audits and inspections, and prepare reports and suggest remedial action

- Act as the specialist member of associated OSH Boards of Inquiry as required.

- Conduct of 3 yearly Organisational OSH Management Review.

- Conduct verification of annual risk assessment process and develops plans to rectify conditions that pose OSH hazards.

- Act as Chair of the NATO CIS Group Health & Safety Working Group to provide OSH guidance and management direction to CIS Group Health & Safety Representatives.

- Provides specialist supervision of Health & Safety focal points and representatives at subordinate NCISG units.

- Planning and conducting of education and training efforts to reinforce familiarity with and application of OSH norms, directives and pertinent EU and host-nation laws.

- Identification of OSH obligations with regard to implementation of legislation, contracts and regulations.

- Co-ordination of budget and acquisition of mandated OSH equipment.

- Conduct of internal co-ordination with other departments, up to the general officer level, including Legal Advisor, Financial Controller, and local headquarters medical advisor.

- External co-ordination with higher headquarters and subordinate units at equivalent or higher-grade level on OSH issues.

- External contact with representatives of host-nation ministries and government agencies.

- Acting as the focal point for NATO CIS Group on OSH issues and conducting, as appropriate, briefings to staff and management on OSH issues.

• Acting as the NATO CIS Group Officer of Primary Responsibility (OPR) for NATO CIS Group-wide infrastructure. Associated duties include:

- External coordination and staffing of NATO CIS Group input into the Infrastructure requirement, procurement and delivery processes, incorporating:

. Corresponding with Host Nations (HNs), NATO Office of Resources (NOR), Investment Committee (IC), relevant organisations, boards and officials associated with the Infrastructure processes.

- Coordinating the provision of specialist advice and guidance to DCIS Nations with regard to the associated infrastructure requirements of the NATO CIS Group and its subordinated elements.

• Acting as the NATO CIS Group OPR for NATO CIS Group-wide Garrison Support Arrangements (GSA). Associated duties include:

- Coordination and staffing of NATO CIS Group Real Life Support (RLS) provision, incorporating:

. Corresponding with Host Nations (HNs) in developing and sustaining of Memorandum of Understanding (MOU) or Memorandum of Agreements (MOA).

. Staffing and coordinating with SC’s and subordinate commands, and other departments associated with support delivery

. Chairing support-related meetings between NATO CIS Group and HN officials

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (travel) assignments, both within and without NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The incumbent may be required to perform like duties elsewhere within the organisation as directed.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

Essential Qualifications

a. Professional/Experience

  • Minimum six years of relevant experience in progressively responsible positions in occupational health, health and safety or related discipline;
  • Experience implementing internationally recognized OSH management systems, policies, regulations and standards.
  • Knowledge of laws regulating occupational health and safety.
  • Experience in conducting OSH audits.
  • Experience in accident prevention or civil defence protection services.
  • Experience of emergency and contingency planning design and implementation.

b. Education/Training

University Degree in occupational health, health and safety or related discipline and 6 years post related experience, or Higher Secondary education and completed advanced vocational training in occupational health, health and safety or related discipline leading to a professional qualification or professional accreditation with 8 years post-related experience.

c. Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

a. Professional Experience

  • Experience working in an international organization.
  • Experience working in a military environment, preferably working in a HQ staff position.
  • Experience of conducting OSH activities in a military environment.
  • Experience of conducting OSH activities in an international organizational with legal exemptions and immunities.
  • Experience implementing European OSH management systems, policies, regulations and standards.
  • Knowledge of EU and NCISG Host Nation laws and regulations governing occupational health and safety.
  • Experience as a trainer delivering OSH subject matter.
  • Experience of the development and implementation of real life support / logistic support arrangements within a military or international organization.
  • Experience in the NATO funding and/or infrastructure processes.

b. Education/Training

A University degree at a nationally recognized/certified University in a discipline related to the function of the post.

  • Managerial Responsibilities

The incumbent will develop and manage the NATO CIS GROUP Health and Safety program.

  • Professional Contacts

The incumbent will be required to establish and maintain professional contacts with the following organisations and departments in the pursuance of their duties:

• Member State OSH regulatory bodies and Member State Ministry of Defence representatives responsible for HNS arrangement.

• NATO Command Structure (NCS) senior staffs up to and including 2 star generals, appertaining to OSH legal compliancy, particularly with professional OSH personnel throughout the NCS Support Group Elements.

• NOR Staffs associated with the progression and delivery of NSIP and CP driven infrastructure required by NCIS Group Elements.

• Internationally recognised OSH Professional Bodies and standards organisations.

• Counterparts at different NCS organisations.

  • Contribution To Objectives

The incumbent will play an essential part in ensuring that the legal compliance and corporate governance responsibilities of the NATO CIS Group are being met. An effective and efficient OSH management system that meets internationally recognised standards will ensure that disruption and interruption of operational activity caused by accident or failure is minimised and its consequences mitigated to acceptable levels. Through the Office of the Legal Advisor, the incumbent will promote awareness and cognisance of legal, operational, and moral OSH responsibility to ensure that activities and the meeting of organisation goals and objectives is achieved against the background of a strong safety culture.

This post reports to OCG GXCX 0010 - Chief of Staff.

  • Supervisory Responsibilities

There are no reporting responsibilities.

REMARKS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years, normally followed by an indefinite duration contract.

Considering COVID-19 situation, the selection process may be conducted remotely. Depending on the evolution of the current limitations, a written test and interview are expected to take place in November 2021.
