We seek personnel to join our team and support key client projects.Whom We Are SupportingThe NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.The NCIA provides a wide range of services, including:
  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems that NATO’s military commanders use to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.The programAssistance and Advisory Service (AAS)The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.Duties and Role:Under the direction of the Service Area Owner (SAO) will perform duties such as the following:
  • Establish and improve the IT Change and Configuration Management processes, procedures, artefacts and tools in accordance to Service Line, Agency and NATO standards;
  • Establish and improve the NSII IT Configuration Baselines in accordance to Service Line, Agency and NATO standards;
  • Establish and improve the Configuration and Change Management Plan and its related artefacts;
  • Establish and improve the NSII Configuration Items in the Agency Configuration Management Database (CMDB);
  • Establish and improve the IT Product Baseline and IT Service Baseline and to maintain them in the Agency CMDB;
  • Perform Configuration Item Identification, Configuration Control Configuration Status Accounting, and periodic and ad-hoc Configuration Audits;
  • The Senior IT Configuration and Change Manager (SCCM) is the process owner of the NSII IT Change and Configuration Management and ensures that it is followed in accordance with the IT Change and Configuration Management Plan;
  • Create and manage Change Requests including Options and Impact assessments. Presents the Change Requests to the corresponding Management Boards and is responsible to monitor and control the Implementation and verification of the outcome;
  • Ensure that the IT Change and Configuration Management Key Performance Indicators (KPIs) are consistently met and act proactively to prevent exceptions;
  • Create NSII IT Change and Configuration Management Training materials and perform recurring Training to the NSII Project Managers, Engineers, Service Delivery Manager and Operations Manager;
  • Create and maintain NSII IT Change and Configuration Management related reports and/or presentations to the NSII Service Area Owner, Service Line Chief, Agency Senior Management and/or external Agency stakeholder;
  • Liaise on all IT Change and Configuration Management related matter with internal Agency stakeholders and external NATO bodies, Nations, and Industry;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.
RequirementsSkill, Knowledge & Experience:
  • Computer Science or Engineering or related discipline with at least 5 years post related experience, with focus on Database design and implementation or Software Engineering;
  • Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University preferably in Computer Science or Engineering or related subject with at least 7 years post related experience with focus on Database design and implementation or Software Engineering;
  • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with at least 10 years’ experience and the demonstration of particular abilities or experience of relevance to this post, or with a military experience in a related subject;
  • Extensive experience as IT Change and Configuration Manager in medium to large size orgnizations, managing critical infrastructure IT Product and Service Baselines;
  • 2-3 years on the job experience as IT Change and Configuration Manager for complex IT Products and IT Services with > 10.000 Configuration Items (e.g. large Data Centre, IT Infrastructure, car/ train/ plane industry);
  • Working experience with Configuration Management Tools (CMDBs);
  • Experience in working with IT Change and Configuration Management Key Performance Indicators (KPIs);
  • Expert knowledge in IT Configuration Management; - Expert knowledge in CMDB design and implementation;
  • Working experience in preparing training materials and delivering the training.
Desirable Experience and Education:
  • Recognised/ certified IT Change and/or Configuration Management related training and/or qualification Certificate;
  • Knowledge and application of the Allied Configuration Management Publications (NATO ACMPs);
  • Knowledge and application of Configuration Management in accordance with the ISO/IEC 12207:2008, ISO 1007, and/or MIL-HDBK-61 Standards;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.
