For the Regulatory department at our headquarters in Brussels (near the train station and subway, see the map here) we’re looking for a Regulatory Advisor (m/f/x).

At Fluxys Belgium, the Regulatory Department monitors Belgian and European regulations, develops regulated documents that ensure third-party access to the Fluxys Belgium infrastructure and defines regulated tariffs for the use of Fluxys Belgium’s infrastructure (transport, storage and terminalling).

Your
responsibilities

• You will support regulated gas activities and you will set up and develop Fluxys’s regulatory positioning which is geared towards its customer needs
• You will defend Fluxys’s positioning in its dealings with the relevant authorities at regional, national and European level, explaining, drafting and obtaining the approval of tariff and regulatory documents for services such as transportation, storage and terminalling

Management of tariff and regulatory documents (drafting and coordination)

• You will design and draft regulatory documents (transmission program, access code, terms of service, etc.)
• You will coordinate and monitor the preparation of these documents (in collaboration with the relevant departments)
• You will defend regulatory documents and secure their approval by the regulator(s) in question
• You will help to prepare tariff documents

Monitoring regulations on new gases

• You will monitor regional, national and international regulatory developments
• You will monitor regulatory developments pertaining to foreign operators and regulators and identify possible consequences for Fluxys
• You will define and ensure the development of new services and activities (in coordination with other internal departments)

Stakeholder management

• As a Fluxys representative, you will attend regional, national and European meetings

Compliance

• You will ensure compliance with applicable regulatory provisions, in particular with regard to the development of new services and related documents

To succeed in this role, you will need:

• A master’s degree or equivalent
• A first experience in a position which involves regular interactions with regulatory bodies, preferably in the energy sector
• A good knowledge of the business world (economic, financial and legal knowledge) allowing you to understand the regulatory sector in all its complexity
• A talent for negotiation and excellent oral and written communication skills
• A proactive attitude, autonomy and a results-oriented approach
• Attention to detail
• Good knowledge of French, Dutch and English
