Context of the mission / Objective(s) of the job
The Development domain within is responsible for the realization and management of custom applications, specifically for the needs of Ghent. As a result, the work as an analyst is very varied and one quickly comes into contact with a range of services within the City.

Responsibilities.

• You are an important link that many people in a project depend on. You are involved in all phases of the process, from design to development to implementation, roll-out and evolutionary management. So you have a firm footing and know how to get stakeholders at different levels in the organization on board.
• As a business analyst, you form the bridge between the business and the project team, thinking conceptually and translating the business needs into concrete solutions and specifications. You illustrate this with the necessary wireframes, process drawings or possibly domain models (UML). You test the technological possibilities with their economic feasibility, user-friendliness and integrability in the District09 environment.
• As a functional analyst, you will be in daily contact with the project leader, developers and tester(s) during the development process. You write out the user stories within the agile (scrum) development process and answer large and small functional questions. You validate the developments and check whether they meet the functionalities that have been requested before this is proposed to the end user.
• You can naturally distinguish, prioritize and organize main from side issues, because you are often active in multiple projects, sometimes across multiple disciplines.
• You guide the junior colleagues in the team. You are eager to learn and you stay informed of the latest developments. You take the initiative to communicate your insights throughout the various organizations.

• You have a broad knowledge of platforms and technologies in the internet domain, as well as specific experience with your own development processes: you are no stranger to web technologies and web platforms such as .NET (web) or Javascript (Angular, React) and app technology (native, hybrid). .
• You have knowledge of UI/UX user-friendliness including technical digital accessibility (WCAG standards) and you have experience with human centered design where the end user and their needs are central.
• You have a good view of developments and trends within a rapidly changing world of digital communication and services and you also follow these up. You therefore have experience with analysis in the context of Service Oriented Architecture.
• You have a healthy drive and are not afraid to take ownership. Because of your sense of responsibility, you will not rest until a solution is satisfactory.
• Minimum higher education and at least 10 years of relevant work experience (business/functional analysis and analysis techniques).
• Additional relevant training and certificates are a plus.

You have the required experience with regard to:

• You have experience in developing business and functional analyzes in UML and BPMN
• You have experience with scrum and agile methodology and working with Confluence and Jira.
• You are familiar with the Microsoft Office suite, Teams, Sharepoint
• Experiences with:
• Experiences with GDPR are a must
• Geographic information systems (such as ArcGIS) and business intelligence (such as Power BI) are a plus.
• You are familiar with Flemish services, platforms and standards such as ACM/IDM, OSLO, Address Register…
