Job Summary

The integrated, multi-modal Transit Operations Control Centre serves as the main location and point of coordination from which all aspects of bus, Para Transit, electric light rail and diesel light rail services are controlled and operational decisions are made regarding planned and unplanned activity affecting bus, rail and Para Transit services as well as internal and external stakeholders involved in emergency response services. There are three levels of events in the operation of the TOCC: normal events that are minimally disruptive to service, special events that affect service continuity, and emergency events involving significant safety or security incidents.

You are responsible for the safe operation and control of the Trillium Line light rail network and good service for customers including control and oversight for all light rail vehicle movements, enforcement of Operating Rules, adherence to safety critical procedures and monitoring of other safety and security systems including tunnel ventilation, fire, access control, and building management. You are required to use various communication technologies (radio, telephone, O365, passenger information systems, and public address systems) to keep staff and customers informed of operational activities, and have the authority to control and manage all personnel and vehicle activity on the mainline including vehicle movements, track authorities for personnel accessing the track, and maintenance vehicles accessing the track.

You also use the signalling and train control system (S&TCS) to troubleshoot system issues and vehicle faults, load operating schedules and train timetables, monitor on-time performance and system delays, dispatch light rail vehicles, and communicate with Light Rail Operators.

In Addition, You
  • manage track access including implementation of track authorities
  • are required to operate SCADA to monitor and control various information systems, mechanical systems, and electrical systems as part of operating station elements
  • track and monitor delays and other incidents and report on these items on a daily basis
  • work closely with technical staff to support technical investigations and review system performance on an ongoing basis
  • implement safety and hazard controls for other groups
  • interface with other Transit Operations teams to ensure that customers and staff are apprised of operating conditions, system issues, and other events
  • provide functional rail dispatch and control supervision to Light Rail Operators

Education And Experience

Two-year community college diploma in a technical, electrical or computer program or related field

All Candidates Must Be Able To Take And Pass The Following In-house Courses (designed By Transit Next Group And OC Transpo’s Rail Training Unit)
  • Canadian Rail Operating Rules
  • Train Control Operations
  • SCADA and Tunnel Ventilation Operations
  • Building Management and Communications Operations
  • Light Rail Operator Training
  • Other operational training as required

Six years experience in one of the following areas or a combination of:

Canadian rail regulations, rail operations, transportation control, dispatching, or incident/emergency management;

plus

Demonstrated experience in a high-volume and high-demanding operational environment

Demonstrated capability in using computer and communications technology

Ability to obtain Light Rail Vehicle Operator certification if required

Experience working in a Rail Transit environment, preferably with a federally regulated rail system, is desirable

Supervisory experience is an asset
