Job Overview:
The Head of HR Belgium, and 2 more countries TBD is HR responsible for: Develop and deliver world class Human Resources strategy and operational excellence in partnership with Head of HR EU19, EU19 HR team, HR operations and HR COE’s.
The role’s purpose is to address short and long-term functional human capital needs and assure the attraction, development and retention of top talent. Work closely with Talent Acquisition, People & Organization Development, and HR Shared Service to ensure all HR services and programs are delivered professionally, meet the needs of the business and are fully compliant with corporate guidelines and local employment regulations.
The Head of HR is a strategic partner for people and organization to the business in the countries supporting the achievement of business objectives. Being the expert on people management, and the day-day work involving supporting the business and the business leaders by leading workforce planning and talent management, partnering with the managers to resolve people issues and challenges within the business, and collaborate with other parts of HR (COE’s, Shared Services etc) to align the work with the business requirements. Other tasks involve rollout of HR programs within the business – Org review, performance management, people planning etc, as well as supporting organizational changes by leading change management processes.
The role is expected to be both very operational and at the same time act as a thought leader within the HR discipline. In order to be successful, comprehensive HR expertise and experience to advice, support and lead in people and organization matters, is required in order to identify and solve problems that impact the management and direction of the business feeding into the overall business strategy.
Principal accountabilities:
Affiliate Governance and Operational HR Responsibilities
Deliver the following operational HR tasks in close collaboration with other HR functions, such as TA, PR, Compensation & Benefits, HR Shared Services and regional/local HRBPs as well as the Senior leadership Team.
- Builds a strong relationship with the General managers and Functional Leaders in order to initiate strategic steps and planning that will support the company’s business strategies, success and growth.
- Fosters a company culture based on trust and focused on results and on Biogen elements, willing to be ranked among the Best Workplaces.
- Acts as a business partner for the managers at affiliate level to ensure the best employee staffing and performance:
=> Coaches and counsels Managers on their day-to-day activities and on strategic processes in order to empower them in their role (organization, succession planning, training, employee development, rewards management, performance management etc.) and benchmark those practices both locally and within Biogen.
=> Trouble Shooting: Consult and guide managers in situations like low-performance, inappropriate behavior, long-term sickness, drug abuse, etc.
=> Recruiting/Onboarding: recruiting and onboarding responsibility for new talents in collaboration with Talent Acquisition, including defining talent profile, interviewing candidates, preparing the offer in close collaboration
=> International Transfers: consult the business on opportunities outside the employees’ home location, initiate and process assignments, local-to-local moves, job swaps, etc. in close collaboration with other regional and local HRBPs and Global Mobility
- Organizational Planning and Change: Partner with the Team and guide them through the actions and proactively identify solution with regards to upcoming organizational changes.
- Proactively identifies and solves the complex operational and organizational problems leveraging the appropriate resources within or outside the department
- Translate global C&B strategy to comply with local market environment & practice and ensure that local policies are Best in Class for local market
- Ensures proper organization and execution of HR operational activities and processes in the Affiliate ensuring compliance with local regulations, liaising with Corporate counsel and external legal to address country specifics requirements, as well as influences internal/ external business and/or HR regulatory issues that have an impact on the business, including HR audit actions and securing HR basics are in place.
- Is responsible for the management of all involuntary leaves in the Affiliate and counsels the management in case of other kind of leaves
- Analyses management information (i.e. staff turnover, performance reviews, people assessments, recruitment results…) in order to improve organizational performance.
Organizational Effectiveness and Strategic HR implementation Responsibilities:
- Translate global functional strategic and local operating plans into design and deliver a people plan aligned with the business strategy together with the General Manager and the leadership team of the country.
- Identify the organizational capabilities and talent pipeline required to execute the business strategy.
- Ensure cross-functional alignment within the HR team while staying aligned with the global approach by being in close contact to the HR BP Leads
- Work with TA on staffing strategies and implementation plans and programs to identify and retain talent and attract talent outside for positions of responsibility. Identify competency, knowledge and talent gaps and develop specific, effective and timely practices to fill the gaps
- Maintain close collaboration with functional and regional leads; ensure alignment in strategy and in direction given to local resources
Project Work:
- Support and participate in global and regional and functional HR-, as well as cross function projects
- Support highly visible multidisciplinary project teams or initiatives
- Localize and execute on the Global/regional HR initiatives, strategies and initiatives.
Minimum Education Requirements:
- University Degree required - preferably in Human Resources, Behavioral Science or Business Economics
- Proficiency in English and either French or Dutch.
- Any of the scandinavian languages would be a plus.
Minimum Experience Requirements:
- A proven track record of successfully managing and developing teams, strong business acumen and entrepreneurial thinking
- A minimum of 7+ years’ or more experience of HR BP experience in a global organization with expertise in HR Generalist skills (compensation & benefits management, employee/industrial relations/labor law knowledge, organizational and employee development, recruitment and selection etc) and HR systems are required.
Skills in organizational design & the ability to analyze people issues affecting business performance as well as change management skills are a benefit.
