Skills, knowledge, experience required:

• At least 5 years of relevant experience in the field of computer science or electronic engineering;
• Experience in:
• Offering support to applications;
• Software design and programming techniques and methodologies;
• Human resource (HR) IT applications related to personnel, posts, organisations, identity management and badges;
• Experience with:
• Programming languages and platforms like .NET, C#, Java, JavaScript;
• MS SQL Server administration, optimization and querying;
• At least 2 years’ experience in various areas of Software Engineering including some of the following:
• Requirements elicitation and management (including non-functional requirements for Operations and Maintenance);
• SW change management and testing;
• Application release and deployment management;
• Configuration management practices and tools;
• Application Lifecycle Management concept and tools;
• Knowledge and experience in state-of-the-art technologies, relevant to software engineering:
• Technologies and standards (at least 4 of them): HTML5, REST Services, Web Services, XML, SQL, Visual Basic for Applications;
• Application server technologies and Relational data base management systems;
• Ability to work in cross functional teams like Application management/development team;
• Ability to communicate effectively orally and in writing with good briefing skills;
• Ability to be deployed, if required, to NATO Missions.

Desirable:

• Knowledge of NATO HR processes;
• Knowledge of post related applications like: Integrated Security and In-processing System (ISIPS), Automated Personnel Management System (APMS), Alliance and Missions Identification System (AMIS), NSTEP;
• Knowledge of MS SharePoint applications and their administration;
• Cloud computing, SaaS, knowledge of MS Azure;
• Experience with data modelling of complex systems;
• Prior experience of working in an international environment comprising both military and civilian elements;
• Design and implementation of Human Machine Interfaces;
• Design patterns.

Duties/role:

• Supporting in-service operations of the systems, including:
• Systems operationally used by Allied Command Operations (ACO) and NCIA (for example APMS, AMIS, NSTEP);
• Local systems currently used by SHAPE Base Support Group (ISIPS, SHAPE Housing, MTM);
• Maintaining operational and support environments;
• Monitoring of performance of the assigned service applications;
• Supporting CIS Support Units (CSU) and other support staff for daily operations of the systems;
• Supporting technical reviews, walkthroughs and audits;
• Contributing to service application enhancement and transition for the assigned service applications;
• Provisioning in professional and technical contributions in the conception, development and co-ordination related to all aspects of software development within the SL projects or services;
• Provisioning in input to the preparation of functional and technical specifications for software and hardware with special focus on the SSBA SL domain;
• Supporting to change management, configuration management, release and testing;
• Provisioning in subject matter expertise and advice, as required;
• Performing other duties as may be required.
