ICT Change Manager

EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
· Knowledge and experience in Change Management policies and standards according to ITIL framework
· Knowledge and good understanding of IT service management processes (ITIL Foundation level and ITIL Intermediate level Service Transition)
· Knowledge of Quality Management principles according to ISO 9000 series standard
· General knowledge of WAN/LAN architecture and networking
· ITIL Foundation certification
· ITIL Intermediate level Service Transition certification
· Experience with:
ü Implementing and maintaining Change Management process
ü ITIL change and configuration management best practices
· Practical experience in the usage and implementation of change and configuration management tools
· Experience leading meetings
· Experience in:
ü The operation of Change Advisory Boards (CAB)
ü Producing high-level documentation
· Secondary education in ICT field

DUTIES/ROLE
- Responsible for standardizing the methods, tools and procedures for proficient and prompt handling of all changes to the DCIS ICT infrastructure in order to protect the live environment by ensuring efficient control and scheduling of software and hardware modifications, and by preventing the multiple upgrades that can create unpredictable outcomes
- Responsible for ensuring that service levels and targets agreed with the stakeholders are met during change implementation, and that any issues generated are investigated and resolved in a timely manner to minimize disruption
- Work with Change Advisory Boards (CAB’s) at different levels to review and assess the priority of changes
- Design, implement and manage the DCIS Change Management process at NCISG level in accordance with existing Enterprise Change Management process designed by NCI Agency
- Implement a process in accordance with existing Enterprise Change Management processes designed by NCI Agency for all DCIS ICT changes
- Coordinate changes across all elements of NCISG with relevant Service Lines in NCI Agency, ensuring that the ICT Change Management Process is executed accordingly and in full coordination with all relevant stakeholders
- Provide support to NCISG Divisions on how to coordinate and communicate ICT changes and to how to plan the changes according to the given process or procedure
- Act as process owner for DCIS ICT Change Management process
- Responsible for developing, implantation and improvement of DCIS ICT Change Management process in accordance with existing Enterprise Change Management process designed by NCI Agency
- Ensure that the ICT Change Management processes is in place, updated and fit for purpose, ensuring that the relevant metrics are implemented and contributes to measurement and reporting on satisfactory service performance according to the DCIS SLA
- Enforce process and standards according to ITIL framework
- Review the ICT Change Management plans and ensure its adherence to standards according to ITIL framework
- Review Request for Changes (RFCs) for the Change Advisory Board (CAB) meeting, and ensure that all requests for changes are circulated to Change Advisory Board members in advance, allowing prior consideration
- In cooperation with the Chair of the CAB, decide which CAB members will be invited to CAB meetings, and delineate specific RFCs depending on the nature of the RFC
- Participate in the necessary Change Advisory Boards to review and approve changes along with other ICT Change Managers
- Coordinate with NCI Agency ASI team for all Approved Service Interruptions (ASls) affecting DCIS
- Develop and maintain standard change models in coordination with all stakeholders (NCISG and NCI Agency)
- Assess and evaluate all RFCs
- Implement a process defining schedules of the changes in full coordination with all relevant stakeholders
- Coordinate the change implementation
- Review and close the change record
- Assess the results of the change implementation to ensure lessons are identified and learned
- Define a process that allows for adjustments to priorities, timelines and approach when appropriate and in full coordination with all relevant stakeholders
- Provide the following deliverables written upon the terms and conditions of the existing, within NATO, policies, procedures, instructions, etc. the copies of which will be provided by NCISG J2/6:
ü Initial draft of DCIS Change Management SOP
ü Final draft of DCIS Change Management SOP
- Coordinate, with all stakeholders (NCISG internal and NCI Agency), the approval/signing process of DCIS Change Management SOP
- Internal (NCISG) coordination through Tasker Tracker and coordination with NCI Agency via email/meetings
- Implement the agreed DCIS Change Management SOP
- Revise the feedback and any issues identified and implement the solutions to mitigate them
- Manage the DCIS Change Management process (through managing DCIS-change in full coordination with NCI Agency) - continuously after SOP implementation
- Hand over the whole Change Management process implemented to the NCISG J2/6 by end of the contract date
NOTE:
- May be required to travel to other NATO Headquarters’ and/or remote sites
