Whom We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems that NATO’s military commanders use to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.
To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.
Role Responsibilities
- Definition, implementation, monitoring, controlling and improvement of several management practices (including Incident, Change Enablement, Service Request, Problem, Release, Service Continuity, IT Asset, Service Level, Capacity and Performance, Monitoring and Event, Supplier, Service Configuration and Measurement, Knowledge, Risk and Reporting) of one or several services elements; Contribute to the creation, analysis and validation of the data / metrics and the necessary reports / dashboards.
- Monitoring the delivery performance of the services elements and proposing corrective actions where and when is necessary;
- All aspects of resources management (distribution, allocation, planning, estimation and execution), contributing for the creation of a high performance team and its evolution.
- Management of all underpinning contracts, including the analysis and validation of operational reporting based on metrics and KPIs;
- Contribute to the definition of metrics and KPIs or their enhancement as required.
- Management of small internal projects (or work packages) for improvement and / or adaptation, as well as the as the management of involvement needs (skills, resources, etc.) in projects external to the section.
- The Identification of operational problems and contribute / assume the ownership to their resolution
- Promoting a SLA (zero breaches) culture and a high service quality
- Provide personal, technical and professional support and guidance for section staff and in the development and tutoring to staff as an integral part of their career development
- Actively participate and support Continuous Service Improvement (CSI) for assigned services.
- The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- Deputize for higher-grade staff, if required.
- Perform other duties as may be required.
- Prior experience of working in an international environment.
- Working knowledge on Resource and Services Management (i.e. SLA compliancy);
- Knowledge and experience related to design, implementation, operation, maintenance, support, configuration and administration of Smartphones and Tablets (e.g. iPhones and iPads);
- Prior experience of working in an international environment comprising both military and civilian elements
- Knowledge of NATO responsibilities and organization, including Allied Command Operations, Allied Command Transformation and NATO Agencies
- IT Service Management framework, such as ITIL v3/v2011 or ITIL 4;
- Project Management, such as PMI, PRINCE2 or PM2 ;
- National or NATO secret
