SPA has an immediate need for a Atlassian JIRA & Confluence Engineer to provide contracting services to NATO!

Responsibilities
  • Act as one of the Subject Matter Experts (SME) for all matters concerning JIRA, Confluence and their modules and integrations
  • Participate in the operation, management, maintenance, support and monitoring of the multiple JIRA and Confluence instances hosted by the NCSC to ensure the NCSC can deliver its services. Lead the development of JIRA-based issues types, complex workflows, dashboards, reports, …
  • Lead the development of Confluence-based datastructures, templates, dashboards, reports, …
  • Actively contribute to the administrative and user documentation of the systems.
  • Design, develop and integrate a solution for unidirectionally synchronising two JIRA instances over an airgap (two networks not interconnected physically).
  • Design, develop and integrate a solution for unidirectionally synchronising two Confluence instances over an airgap.
  • Handle the management of users and groups, authentication and authorization flows.
  • Develop integrations between tools the NCSC uses and JIRA/Confluence to support automation.
  • Develop JIRA/Confluence apps and plugins to support our functional needs.
  • Work independently while taking initiatives and ownership of tasks and issues.
  • Performs other duties as may be required.
Qualifications

Required Qualifications:
  • Prior experience managing and maintaining JIRA instances and datastructures.
  • Excellent communications skills and reporting experience with capacity to communicate to different types of audience (senior executive, middle management, technical and non-technical). Extensive software development experience with Java, JSP, Javascript, CSS.
  • Extensive software development experience with Python Extensive experience in developing software integrations through APIs.
  • Extensive experience with the management of Linux servers (preferably RedHat).
  • Extensive experience with SQL databases. Experience with Java Servlet and Tomcat
  • Experience in interfacing with IT Service / Change Management
  • Extensive experience with troubleshooting of complex software and IT infrastructure issues; from the source code to the network and database layer.
  • The need to take ownership of tasks and wish to accomplish them to the end.
  • National of one of the 30 NATO countries
  • In possession of an active National and/or NATO COsmic Top Secret security clearance
Desirable Qualifications
  • Prior experience:
    • with the ’backbone issue sync" and "scriptrunner" JIRA apps
    • in developing JIRA/Confluence apps and the Atlassian SDK
    • working in the area of Cyber Security / Incident Response.
  • Knowledge of SAML and AD FS technologies Experience with PowerShell scripting
  • Hold a Graduate or University degree in Software development
