Summary

About the Position:This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-WBWM99 650TH MILITARY GROUP. Responsible for budget execution involving formulation, analysis, monitoring and coordination of the appropriated budget.


Responsibilities

  • Responsible for Group and Battalions budget execution involving formulation, analysis, monitoring and coordination of the appropriated budget.
  • Ability to analyze data in order to determine support needs, interpret reports, and resolve/negotiate problems.
  • Interfaces for the Group budget staff and Battalions regarding budget expenditures, allocations and reconciliation.
  • Depict budget execution by obligation and commitment of funds.
  • Ensure obligations entered accurately and timely into financial systems for current and prior years.
  • Compiles cost performance data and performs statistical analysis to determine accuracy of budget estimate.
  • Establishes and maintains the tables needed for the effective operation of the Defense Travel System.
  • Serves as the Operations budget analyst processing budget and accounting documents.
  • Perform audit reviews using the Joint Reconciliation Program (JRP).
  • Maintains understanding of the Joint Travel Regulation (JTR) changes to assure that all entitlements are authorized and reimbursed.
  • Ensures overall operation is within guidelines and standards.
  • Serves as the Groups Lead Defense Travel Administrator (LDTA) for the Defense Travel System and is the Group subject matter expert on the Defense Travel System (DTS).
  • Maintains understanding of the Joint Travel Regulation (JTR) changes to assure that all entitlements are authorized and reimbursed.
  • Utilize a variety of software including Microsoft Word, Excel and PowerPoint to prepare summaries, charts, and graphs.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
    • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

    In order to qualify, you must meet the education and/or experience requirements described below.     To qualify based on your experience, your resume must describe at least one year of specialized experience at the next lower grade (GG/GS-09) or its equivalent that demonstrates the particular knowledge, skills, and abilities to perform successfully the duties of this position.

    Specialized Experience is defined as using a financial management software to formulate budget estimates, analyze justification, perform execution, control budgetary and funding transactions.
