Duties

The function of this position is to enable the Financial Management Center (FMC) to maintain its level of financial services to the Brussels Tri-Missions and to other serviced agencies in Belgium. Incumbent provides management the flexibility necessary to effectively use staff resources by covering extended absences and vacancies, and temporarily workload increases in various FMC branches.


The position is responsible for analyzing, compiling and paying invoices pertaining to a wide variety of contractual services. These include payment of employee benefit contracts (social security, insurances, transportation, meal tickets, etc.), allowances, official vehicles, utility payments, housing related contracts, communications, leases, grants, shipping, medicals, purchase orders, ORE and representation claims.


Incumbent is the key point of contact for all official VAT-related privileges and immunities for the Tri-Mission regarding ongoing services (utilities, telephones, etc.) and maintains close communication with the Belgian Ministries of Foreign Affairs and Finance. Incumbent serves also as Alternate class B cashier.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum two years progressively responsible work in accounting or in an administrative environment is required.


Education Requirements:

Two years of post-secondary education required.

Evaluations:

LANGUAGE: Fluency in English. Fluency in Dutch or French with the good working knowledge in the other language. This may be tested.


SKILLS AND ABILITIES: Must understand and be able to operate the Department’s computer-based Regional Financial Management System and Integrated Logistics Management System. Incumbent must have a good knowledge and interpretation of privileges and immunities for Diplomatic Missions under the local Belgian VAT laws and regulations. Must be able to communicate orally and in writing with external (Ministry of Foreign Affairs, Ministry of Finance, contractors) and internal customers.
