Duties

Chief of Staff and Mission Coordinator for the Director of Defense Intelligence, Office of the Defense Advisor, United States Mission to NATO. Supports the Senior U.S. Intelligence Community Representative to NATO and the team of intelligence agencies’ representatives by developing and implementing intelligence-related projects, requirements, and other priority taskings.


Serves as an action officer for U.S. Mission to NATO regarding intelligence issues that are under the purview of the Defense Intelligence office. Supports and defends U.S. policies and positions as a USNATO representative during meetings of NATO’s Military and Civilian Intelligence Committees; tracks and contributes to substantive development of new initiatives to enhance the performance of the NATO Intelligence Enterprise; establishes and maintains regular contact with civilian/military staff counterparts from allied nations; drafts and coordinates decision memos, briefing checklists, and preparatory materials in support of numerous bilateral/multilateral negotiating sessions; and attends intelligence-related North Atlantic Council sessions as note-taker and to draft and/or contribute to USNATO cables. USNATO cables on intelligence-related briefings to the North Atlantic Council; and review and coordinate USIC positions to NATO Intelligence policies, documents, and procedures.


Monitors multiple databases on NATO and US networks to identify incoming requirements and taskings for the Directorate. Evaluate documents to determine appropriate distribution to a wide networks of USIC personnel in the United States, tasks USIC agencies with NATO Requests for Information, and integrates responses from multiple agencies into a consolidated USIC response to NATO, as appropriate. Reviews and assembles multiple documents, and develops written materials to prepare the Under Secretary of Defense for Intelligence & Security (USD-I&S), and the Director of National Intelligence (DNI), for biannual Intelligence Committee plenaries. Coordinates all preparations with appropriate staff members in the Office of the USD-I&S and the Office of the DNI.


Ensures staff is aware of security regulations and requirements, tracks security infractions, develops procedures to minimize security infractions in the Division, and works closely with the Regional Security Office in the US Mission and the NATO Office of Security. The incumbent also manages the Division’s NATO classified documents to ensure proper dissemination, Storage, and destruction according to NATO Security Policy and regulations.


Exercise a high degree of independence, initiative, resourcefulness, sound judgment, and discretion to promote effective and efficient operation of the office including, task management, suspense system and database management, and records management for the organization; maintaining calendars, scheduling appointments, meetings, and conferences; receiving phone calls and visitors and referring them to an appropriate staff member and interacting with military and civilian members of NATO, USNATO, Department of Defense (DOD), Department of State (DOS), the Office of the Director of National Intelligence (ODNI), U.S. Intelligence Community (USIC) organizations, other U.S. federal government agencies and international visitors. Incumbent also serves as control officer for all USIC principals visiting Brussels ensuring that every logistics detail and nuance is considered. The incumbent also develops comprehensive plans and strategies for the internal and external integration of day-to-day and long range calendar, assignments, actions and activities requiring involvement of the Office Director and staff personnel, and maintains awareness of the office’s plans, policies and programs.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Must possess a minimum of three years of executive administration or office management experience with in an international organization or environment.


JOB KNOWLEDGE: Knowledge of the capabilities, operating characteristics, and advanced functions of various office automation software processing procedures and function keys to produce a wide range of documents that often require complex formats such as graphics or tables within text, to edit and reformat electronic drafts, to integrate documents from multiple sources, and to update and revise existing databases or different software types. Basic working knowledge of the organization, functions, and operations of the U.S. Department of Defense (DoD), the U.S. Intelligence Community (USIC), and/or the U.S. Department of State (DoS). Knowledge of local customs and social protocol practices for coordinating and executing visits by foreign officials. Knowledge of DoD, USIC, and DoS information security policies.

Education Requirements:

Two years of college/university studies in international affairs, foreign area studies, or social science field required.

Evaluations:

LANGUAGE: Fluency in English.


SKILLS AND ABILITIES: Demonstrated ability to accurately take notes and prepare written documents in a variety of formal and informal formats, such as correspondence with foreign officials, Department of State cables, read ahead materials, and official records. Demonstrated ability to use multiple software programs and information sources to quickly and efficiently integrate data into information, schedule events, and anticipate customer needs.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
