1. SUMMARY

The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG-I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security.

Intelligence is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy, and capability development.

The joint civilian and military Intelligence Production Unit (IPU) delivers strategic intelligence-based analysis to support North Atlantic Council (NAC) and Military Committee decision making on strategic issues of concern. The IPU produces a range of planned and tasked intelligence products on regional issues and on transnational issues such as hybrid warfare, terrorism, instability, weapons of mass destruction, and energy security.

The incumbent will work within the Geospatial Section of the Situation Centre as the focal point for all Geospatial Intelligence matters. The Geospatial Section is responsible for ensuring the provision and designation of geospatial information through the NATO Secret network at NATO Headquarters, in support of senior decision-makers, intelligence analysts, task forces and exercises. The Geospatial Section ensures the provision, availability and quality of geospatial information essential to the planning and execution of critical activities closely related to the Council, the Military Committee and NATO Delegations. They are also responsible for management of the Geo Section IT resources, budget and staff as well as maintaining liaison with the Geospatial Departments of the Strategic Commands and other international organisations as mandated by the NATO Geospatial Policy (MC 296/3). Additionally, the Head, Geospatial Section contributes to the definition of NATO wide Geospatial policy.

The Intelligence Officer - Aerospace Systems, under the authority of the Director of the IPU for intelligence matters, directly supervised by the Geospatial Section Head, and in close coordination with the Branch Head - Asia and Africa Branch (AAB) of the IPU, is responsible for the production of intelligence-based assessments to inform relevant stakeholders, and enable and support the Strategic Space Situation Awareness System (3SAS) project design and development. Analyse and assess to provide relevant intelligence to NATO strategic leadership, in order to inform timely decision-making and threat mitigation.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must possess:
  • a university degree, or equivalent level of qualification, in any of the Engineering, such as, Aerospace, Space Systems, Telecommunications, or Geo-informatics discipline;
  • at least 3 years’ experience in strategic-level intelligence work at Ministry of Defence or General Staff level;
  • extensive professional experience studying and addressing issues related to Space, particularly space policy, security strategy, situational awareness and related technological developments;
  • demonstrated expertise on Space issues, in particular space vehicles, space surveillance, SATCOM, ground control elements and counter space capabilities;
  • conceptual and analytic thinking, as well as the capacity to convey complex ideas with clarity and accuracy;
  • the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other; and
  • be available to work outside normal office hours.
DESIRABLE
The following would be considered an advantage:
  • a graduate of National Staff/War College or master degree in Aerospace/Space Engineering, Telecommunications;
  • knowledge of NATO’s geographical responsibilities and organisations;
  • experience working in an international environment comprised of both military and civilian elements;
  • ability to communicate clearly and effectively, both orally and in writing, in technical and non-technical areas;
  • previous assignments to space related posts, preferably in situation or operation centres;
  • understanding of the complex strategic issues for NATO stemming from space related activities;
  • Current or previous experience in a NATO member state intelligence or security service an advanced level in both NATO Official languages.

3. MAIN ACCOUNTABILITIES

Expertise Development
Produce intelligence-based assessments to inform North Atlantic Council (NAC) and Military Committee (MC) political-strategic decision making at NATO HQ. This requires collaboration, consultation and synchronisation with customers, IS and IMS personnel within NATO HQ, as well as other JISD and SITCEN analysts, in order to ensure the timely delivery of relevant intelligence products.

Project management
The incumbent will enable and support the development of assigned complex space projects in support of the SITCEN/JISD strategic role for NATO HQ’s situational awareness. S/He will support the project design and development in coordination with other team members, ensuring to highlight and enhance the understanding of space-related information of strategic importance.

Information management
The focus of the output is space situational awareness knowledge and analysis aimed at identifying and determining space-related topics affecting NATO’ interests. S/he should provide constructive suggestions to improve procedures for allocated tasks based on own initiative.

Knowledge management
The incumbent will conduct analysis of allied intelligence reporting and Open-Source Intelligence to gather relevant threat information. Analyse and assess to provide relevant intelligence to NATO strategic leadership, in order to inform timely decision-making and threat mitigation. JISD also receives short notice tasks for intelligence from the NAC, the MC, IS and IMS staffs and committees across NATO HQ. Thus, urgent snap analyses are also required. The incumbent should determine topics of space related strategic importance and immediate threat to NATO.

People management
Contribute to the people management side of change management strategies to transition to the new processes. Oversee activities of the more junior staff members and facilitate team interaction.

Stakeholder management
The incumbent will initiate, organise, and attend meetings at NATO HQ and other locations as needed. S/he will be prepared to travel and meet with Allied and NATO Partner intelligence services. When doing so, the incumbent must be prepared to represent the JISD, the Geospatial Section, and NATO HQ in an impartial and appropriate manner. In addition, s/he will provide detailed meeting reports and back-briefs with recommendations for follow-up JISD or Geospatial Section action. Provide current Intelligence and/or Situational Awareness to NATO HQ leadership in both written and verbal formats. Ensure that the JISD and Geospatial Section maintain clear lines of communications with both contributors and customers, and in particular with their own intelligence service. Ensure close lines of communication with their sending organization, and with other services from their nation and a smooth flow of national intelligence contributions to the JISD from their nation, in response to specific RFIs and to NATO Strategic Intelligence Requirements in general.
Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The Intelligence Officer - Aerospace Systems is under the authority of the Director of the IPU for intelligence matters, is directly supervised by the Geospatial Section Head, who coordinates closely with the Branch Head - Asia and Africa Branch (AAB) of the IPU. S/He coordinates and works in close cooperation with the International Staff, the International Military Staff, the Strategic Commands, as well as other NATO intelligence entities.

6.CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal.
Contract clause applicable:
This post is required for a limited period to support the project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years duration , which may be renewed if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
