- SUMMARY
The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.
The NOR’s Operations and Strategic Capabilities Branch (OSC) provides technical, financial, economic, and political advice and support regarding the implementation of NATO common-funded capabilities, in particular capital investments under the NATO Security Investment Programme (NSIP) and services/activities funded by the NATO Military Budget (e.g., running and maintenance, small repair works, etc.).
The incumbent acts as Officer for the OSC Branch, member of the team and working in support of civil works related to strategic capabilities, as well as to operations. Particularly, s/he uses expertise and experience to assess technical solutions to military requirements in support of Mobility and Sustainability Capabilities. S/He develops resource assessments, advice, support and deliverables concerning common funded capabilities (civil works) to the NATO resource committees and other stakeholders, as well as oversee implementation by Host Nations of capabilities funded from the NSIP. This work entails large coordination efforts within her/his area of responsibility, involving the key stakeholders (e.g., Host Nations, Strategic Commands, NATO Agencies, Nations, etc.). The incumbent is expected to actively support team efforts for efficient delivery (2030 Model), having diverse capabilities for the NSIP, and understanding recent activities to adapt NATO’s Defence Posture.
- QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- have a Master’s Degree in the field of civil engineering;
- have at least five (5) years of experience in civil engineering, as well as associated electro-mechanical engineering aspects, preferably including direct experience working in military facilities (e.g. airfields, harbours and ancillary facilities);
- have substantial knowledge of modern engineering techniques related to military infrastructure and systems;
- possess experience in implementing major change/reform efforts, including process reengineering/adaptation;
- demonstrate ability to communicate both verbally and in writing complex technical and financial advice, reports and support in a clear and understandable way to expert and non-expert audiences;
- have proven experience in stakeholder management;
- be able to operate in a multinational, culturally diverse, political environment where various interests are at stake;
- be flexible to travel and work outside of normal office hours when necessary;
- possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.
The following would be considered an advantage:
- extensive knowledge of modern engineering techniques related to various matters impacting military capabilities, including facilities for maritime, air and rail transportation;
- recent professional qualification or certification in Project and/or Programme management;
- experience with deployable and expeditionary core infrastructure/equipment in a military context (e.g., tiered approach).

- MAIN ACCOUNTABILITIES
Ensure project objectives and activities are in support of Alliance priorities. Prepare and present screening reports as advice on investment and budgetary requirements for decision-making by resource committees. Support NSIP stakeholders during the entire capability lifecycle, specifically during implementation to achieve delivery of capabilities on time, in scope, and on budget. L iaise with Capability Monitors (i.e., Capability Management Function), the Strategic Commanders and local military officers on the timeliness and quality of project implementation.
Expertise Development
Provide expert advice to stakeholders in military installations, committees, national delegations and authorities of member nations, NATO agencies, as well as military authorities at various levels on NATO capabilities and related resource issues. Advise and oversee work in defining cost-effective ways of meeting Alliance requirements, including conducting technical meetings with stakeholders in member nations, military commands and governmental facilities. Present concise and comprehensive reports to the resource and other NATO committees, based on analysis of the submitted Alliance requirement, the proposed technical solution for its implementation and of associated resource estimates .
Policy Development
Contribute to policy development on NATO military common-funded resources through the provision of expert technical advice as required. Determine the impact of existing policies for the design and implementation of NATO projects. Produce and present concise and comprehensive reports on submitted military requirements, including on proposed technical solution, implementation plan/schedule, and resource estimates/profiles to NATO resource and other committees. Assist, as directed, in the formulation of technical criteria and standards that guide Alliance member nations and military authorities .
Stakeholder Management
Promote and support coordination between all NATO bodies, national authorities, the International Military Staff (IMS) and IS Divisions and lead efforts to support the implementation of projects in support of strategic capabilities and NATO operations. Maintain a network of stakeholders to ensure that the resource-impact of decisions is considered in a comprehensive fashion .
Knowledge Management
Contribute to knowledge management through advice on implementation processes for capability projects, with relevant technical and project management input. Apply experience and expertise to recommend appropriate approach required to manage project work effectively. Support consultation and decision making in NATO committees and any other groups to whom s/he will be assigned .
Financial Management
Review costed capability programme plans and project proposals for key strategic capability projects and projects in support of NATO activities presented by Strategic Commands and Host Nations.
Perform any other related duty as assigned.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
