Skills, knowledge, experience required:
  • A University Degree in Electrical and/or Electronics Engineering, Telecommunications, with 3 years’ post related experience;
  • OR a Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification;
  • OR professional accreditation with 5 years’ post related experience;
  • Comprehensive knowledge of the principles of command and control (C2) systems;
  • Very good working experience of/with protocols: H.323, SIP, SIPoTLS, HTTPs, SSH, Telnet DNS, SMTP, API, NTP, SNMP;
  • Worked with common monitoring solutions, such as: CA Spectrum and Netscout nGeniusOne, for minimum 2 years;
  • Worked in a network, Operation center or service desk function with customer and user contact in a minimum 3 years;
  • Practical work knowledge in network environment areas, such as: VTC over IP, Serial VTC and/or VoIP;
  • Very good knowledge about Routed Network Environments and Switching Network Environments;
  • Experience in documentation of solutions, maintaining user/administration guides and step-by-step instructions;
  • Practical experience in the use of modern concepts and accepted industry standards for configuration management, quality assurance and testing;
  • 5 years’ operation and configuration experience of Poly VTC endpoints and MCUs;
  • Very broad operational and configuration knowledge of VTC management appliances such as: Real Presence Resource Manager, RMX MCUs, Distributed Management Application (DMA) 7000;
  • 5 years’ experience with design, deployment and configuration of VTC solutions including MCUs, management appliances and endpoints;
  • Familiarity with VNOC applications including Centralized Scheduling tools, Call Detail Record reporting tools and automated fault identification tools;
  • Ability to configure, optimize and diagnose VTC CODECs including Poly HDX models and Poly Group models;
  • Ability to query VTC core devices such as: management appliances, MCUs, Gatekeepers and quickly resolve customer issues including: scheduling conflict or failure, missing participants, poor audio or video, dropped calls, bandwidth provisioning;
  • Proficiency in utilizing Audio Video control solutions such as: Crestron, Extron, AMX.;
  • Broad experience with design, deployment, testing and evaluation of Application Gateways (Session Border Controller), such as: ACME Packet, Cisco CUBE, Cisco VCS Expressway, Poly DMA-Edge and Poly RPAD;
  • Ability to articulate, verbally and in writing, expert designs, ideas, concepts and solutions;
  • Fluency in both spoken and written English.
Desirable:
  • A formal post-secondary training in IT;
  • Commercial certifications: Security+, CCNA, Poly CVE;
  • Ability to navigate, influence and negotiate with all levels of the organization, business partners, customers and users;
  • Strong communication skills and the ability to be concise in both written and verbal communications;
  • Prior experience of working in an international environment comprising both military and civilian elements.
Duties/role:
  • Being responsible for the delivery of 3rd level help desk services for Operations, Exercises and the Static VIDEO MCU Backbone and other NATO VIDEO conferencing Equipment;
  • Performing remote fault diagnosis at Operational, Exercises and other NATO sites using the VIDEO Management System;
  • Performing remote routine maintenance of Operations, Exercises and the static VIDEO infrastructure, management appliances and other NATO VIDEO equipment;
  • Performing the update of directory tables;
  • Performing required changes to the system documentation;
  • Performing backups and restoring VTC core devices; MCUs, Management Appliances, Session Border Controllers across a wide area network;
  • Advising on fault diagnosis throughout NATO sites utilizing a number of management platforms (e.g. Netscout, lntermapper, Splunk);
  • Coordinating with sites to implement VTC elements centralization, standardization and best practices;
  • Liaising and collaborating internally throughout the NCIA Service Line infrastructures and to external organizations for fault rectification activities;
  • Being responsible for the maintenance of Standard Operating Procedures within the VTC Cell;
  • Performing configuration and evaluation of test scenarios within the NGCS.
  • Performing Reference Facility, pertinent to the area of VTC configuration problem resolution;
  • Operating provided management tools and capabilities;
  • Ensuring a common understanding of the available toolsets and method of utilization within the centralized and distributed user base;
  • Investigating and proposing long term solutions to encountered equipment and configuration problems.
