1 MAIN PURPOSE OF JOB

  • To act as and to represent the Company on Maintenance sites and to take responsibility for the delivery of site-based maintenance and fault repair activity on site.

2 POSITION IN ORGANISATION

  • Reports to an Senior Operational Engineer
  • Overall control of all staff on site, including Site technicians, Advanced Craftsmen and Site sub-contractors

3 SCOPE OF JOB

Day-to-Day Control of Site :

The Site Manager represents the Senior Operational Engineer on site and therefore has full responsibility for day-to-day site activities including:

  • Implementation of site management policy
  • Control of access, induction and authorisations for all persons working on the site
  • Review and acceptance of Health and Safety Plans and method statements and their implementation
  • Co-ordination with customer site representatives
  • Co-ordination with local organisations and third parties affected by the works
  • Site document control and reporting.
  • Co-ordinate Siemens standard weekly safety co-ordination meetings
  • Site walks and general site observation.
  • Works to a comprehensive set of procedures laid down in the Siemens Maintenance Site Management Manual

Health, Safety, Environmental & Quality:

  • To be responsible for and ensure compliance with Site Manager’s responsibility and duties as detailed in the Maintenance Site Management Manual.
  • To be responsible for and to continually review all site based documentation, ensuring compliance with the Site Management Manual, including the on-site filing system for documentation and drawings.
  • Ensures that a safe working environment is provided at all times and obtains any necessary documentation such as, Risk Assessments and Method Statements (RA/MS) COSHH assessments including the production of RA/MS within competence.
  • Ensure that all site personnel comply with all SIEMENS procedures and Service Processes liaising with the QHSE Adviser on non-conformance and accident / incident reporting.
  • To carry out and participate fully in site audits and inspections.
  • Ensure that the control of site safety and good environmental practice is in accordance within the Siemens QHSE Management System and any customer requirements including waste control procedures.
  • To instigate, hold and develop on site tool box talks according to site / contract requirements.

Contract Management:

  • To be responsible for actively managing, monitoring and reporting on all site based budgetary issues, including authorisation of Staff and Contractor timesheets.
  • Complete weekly report sheet for monitoring progress & cost reporting.
  • The procurement of goods and services as detailed in the project specification in line with SIEMENS procurement guidelines in agreement with the Senior Site Manager including receipt and storage of goods.
  • To have line management responsibility for Siemens and / or third party contract staff working on the project site on a day to day basis, including setting people to work with all relevant information.
  • Responsible for the set up and maintenance of the site infrastructure including services and emergency plans.
  • To act as the primary on site point of contact with clients.
  • To liaise with the Senior Project Manager providing project information, feedback and reports as required.
  • To assist the Senior Project manager in vetting and approval of third party contract workers.
  • To monitor and report progress against the maintenance programme for site related activities.

Staff Development: (10% of time)

  • To carry out staff training, site inductions and ensure compliance with site rules in line with the Maintenance Site Management Manual
  • Undertakes training in order to develop themselves as necessary.

Miscellaneous:

  • To carry out any other activities which the Company may reasonably require to be undertaken on a temporary basis which are within an individual’s area of competence.
  • Commitment to Siemens Think Customer initiative including excellent call handling and voice mail skills

4 DIMENSIONS & LIMITS OF AUTHORITY

  • Operates within a budget defined by the Senior Operational Engineer
  • May authorise expenditure within agreed budget for direct materials.
  • May authorise expenses for Site technicians, in line with appropriate Personnel policies
  • May recommend recruitment, disciplinary action & training requirements for staff within own department, but cannot authorise these alone.
  • May provide input into the selection of suppliers to the Procurement function

5 Qualifications

  • IOSH certificate managing safety preferred but not essential
  • IOSH certificate in environmental management preferred but not essential.
  • NEBOSH general certificate preferred but not essential

6 Experience

  • Requires the presence and personal qualities necessary to effectively monitor and control the site – such as people management skills, verbal and written communication skills.
  • Good IT skills – i.e. competence in using Microsoft Office.
